and 1-5. These congestion and safety concerns negatively impact the mobility of freight, <br /> agricultural goods, and passenger vehicles in the region. A primary objective of the Phase <br /> 1 project is to improve safety and operations by keeping the interchange off-ramp vehicle <br /> queues out of the portions of the ramps needed for safe deceleration from 1-5 mainline <br /> speeds or onto the 1-5 mainline itself. The extended lengths of the off-ramps and capacity <br /> improvements at the ramp intersections allow vehicle queues to be safely stored on the <br /> off-ramps. Realigning Bents Road to align with Bents Court at existing Ehlen Road will help <br /> intersection spacing in Phase 1; Ehlen Road realignment in Phase 2 (and a new Ehlen <br /> Road/Bents Road intersection in the west and new intersection with realigned Dolores <br /> Way in the east) greatly improve intersection spacing at the interchange and will reduce <br /> conflicts and queuing in the future.The DDI design of the interchange itself will improve <br /> traffic safety because there are no left turns across opposing traffic and most turning <br /> movements are controlled by signals. Another safety and traffic operation benefit is left <br /> and right turns can occur simultaneously. <br /> Most facilities currently present for people walking and biking in the vicinity of the <br /> interchange are in the form of roadway shoulders. The RTSP shows Ehlen Road as a <br /> corridor with shoulders more than 4 feet wide, but widths vary throughout the study <br /> area. Bents Road also has paved shoulders, but they are generally less than 4 feet wide. <br /> There are two locations where sidewalks are present; the east side of Dolores Way and <br /> along both side of Bents Court. (See TAMP Section 2.3.2.) The travel conditions for <br /> pedestrians and cyclists are discussed in detail in TAMP Appendix K. Using a Level of Traffic <br /> Stress (LTS) analysis, the project team found that in general Ehlen and Bents Roads are <br /> the most stressful (LTS high), due to their lack of separated pedestrian facilities or <br /> sidewalks immediately adjacent to high-speed roadways and, for bicycles, due to the <br /> speed of adjacent traffic (greater than 35 mph). <br /> Facilities for pedestrians and cyclists are required where plan recommendations include <br /> new or reconstructed roadway associated with the State highways or interchange design <br /> (ORS 366.514). A realigned Ehlen Road has a planned wider cross section under 1-5, which <br /> would include two lanes in each direction and bike and pedestrian facilities. Ehlen Road is <br /> anticipated to have marked bike lanes from Thunderbird Drive to the relocated Dolores <br /> Way and buffered sidewalks from Bents Road to Dolores Way. The new I-5 bridge over <br /> Ehlen Road will include a buffered, multi-use path for both pedestrians and bicyclists <br /> (TAMP Figure 5-4). <br /> There are no transit stops within the study area. Cherriots/SMART Route 1X (an express <br /> route) travels through the area on 1-5, as does the Oregon POINT bus, Greyhound, and the <br /> Bolt Bus.
