urban growth boundaries, to ensure efficient use of land, and to provide for livable
communities.
Goal 14 regulates urban growth boundaries. The Aurora Donald Interchange is located
within unincorporated Marion County and the TAMP does not involve any amendments to
the UGB boundary. Goal 14 does not apply.
STATEWIDE PLANNING GOAL 15: Willamette River Greenway
STATEWIDE PLANNING GOAL 16: Estuarine Resources
STATEWIDE PLANNING GOAL 17: Coastal Shorelands
STATEWIDE PLANNING GOAL 18: Beaches and Dunes
STATEWIDE PLANNING GOAL 19: Ocean Resources
These Statewide Planning Goals govern Willamette River Greenway protection and
coastal areas and do not apply to this action.
Comprehensive Plan
Adopted Comprehensive Plan Transportation Goals and Objectives are the same as those
found in the RTSP; note that numbering below is consistent with the RTSP.
CHAPTER 4: GOALS AND OBJECTIVES
4.1 MISSION STATEMENT
Develop a balanced, safe, multi-modal transportation system to accommodate planned
growth, facilitate economic development, recognize fiscal reality, and maintain a high
standard of livability and safety.
Improvements to the Aurora Donald Interchange are critical to improve safety and
mobility now and into the future. The interchange, a vital transportation artery serving
the north County area, is experiencing capacity, congestion, and safety issues due to
geometry at the ramps and the location of access points on the local roadway system. The
TAMP preferred alternative improves vehicular and freight movements and includes
sidewalks, bike lanes, and a multi-use path on the 1-5 bridge over Ehlen Road. The
interchange is in urgent need of improvement to safely and efficiently accommodate
existing business and residents in the vicinity, as well as planned regional growth.
4.2 GOALS AND OBJECTIVES
Goal 1: Improve Transportation System Safety
Objective 1.1: Improve system safety for and between all modes of transportation.
Land use in the area, including two truck stops, draws substantial large-truck traffic,
resulting in frequent slow acceleration and turning movements that impact county roads
I-5:Aurora Donald Interchange(Exit 278)TAMP:Supporting Findings for Marion County Adoption 14
