The TAMP establishes that the best way to maintain the functional use and safety of the <br /> interchange and to preserve the public's investment is to apply Division 51, ODOT's access <br /> management rule requirements, along relocated Ehlen Road, between the relocated <br /> intersections of Bents Road and Dolores Way. This area along Ehlen Road between the <br /> relocated Bents Road and Dolores Way intersections is defined as the operational area of <br /> the interchange. Access management spacing standards for Ehlen Road are documented <br /> in the TAMP Access Management Plan, Section 5.5, and Figure 5.9 Preferred Alternative <br /> Access Management Plan. <br /> The Rule requires development and application of a methodology for determining access <br /> to properties abutting the highway and interchange that is consistent with key principles. <br /> TAMP Section 5.5.1.1 details the key principles used to evaluate how properties abutting <br /> Ehlen Road may retain or obtain access during and after TAMP implementation. These key <br /> principles were sent to all potentially affected landowners within the vicinity of the <br /> interchange along Ehlen Road in October 2019. Landowners had an opportunity to review <br /> the key principles, ask questions or get clarification from ODOT staff, and provide <br /> comments to ODOT. The access management key principles were presented at the <br /> stakeholder engagement meeting and project open house on November 13, 2019, and <br /> staff were available for questions, clarifications, or comments. (See TAMP Appendix M.) <br /> ODOT's access spacing standard for public roads is a minimum of 1,320 feet from the <br /> interchange ramps. The project team started with the key principle "move toward <br /> meeting the ODOT interchange access spacing standards." This key principle is consistent <br /> with OAR 734-051-1070 (Definitions) that defines implementation of access management <br /> strategies as those actions that help in "moving in the direction of the objective [spacing] <br /> standards..."The Preferred Alternative would relocate Ehlen Road west of 1-5 through the <br /> new Bents Road intersection and along existing Ehlen Road east of I-5 relocated the <br /> Dolores Way intersection. The Preferred Alternative relocates Bents Road and Dolores <br /> Way intersections approximately 800 feet from the interchange ramp intersections, an <br /> action that moves towards meeting the access management spacing standard, improves <br /> current conditions, and complies with Division 51. Furthermore, as part of TAMP <br /> implementation, ODOT intends to purchase access rights along relocated and existing <br /> Ehlen Road between relocated Bents Road and relocated Dolores Way, effectively <br /> ensuring that no new accesses would be allowed on this segment of Ehlen Road. <br /> In the interim between Phase 1 construction and Phase 2 funding and implementation, <br /> ODOT would rely on the Marion County access management spacing standards to protect <br /> operation and safety of the Phase 1 interchange improvements. (See TAMP Figure 5-10 for <br /> the Phase 1 Access Management Plan.) <br /> The TAMP complies with OAR 734, Division 51. <br /> STATEWIDE PLANNING GOAL 13.
