The process of selecting a preferred design alternative for the <br /> Aurora Donald Interchange started with an initial set of 20 different interchange design <br /> concepts that was reduced to 9 concepts after a fatal flaw analysis. After further study <br /> and review by ODOT Region 2 and continued design refinements, two interchange design <br /> alternatives emerged: Single Point Interchange and Diverging Diamond Interchange. <br /> ODOT conducted stakeholder and public engagement to vet the two alternatives.The <br /> project team evaluated the concepts qualitatively to determine the relative impacts on <br /> land use and businesses. <br /> The study area encompasses agricultural parcels that are zoned EFU.The EFU designation <br /> includes specific, robust protections to ensure that it is retained for agricultural land uses. <br /> The interchange design concepts were evaluated based on the estimated ROW impacts to <br /> EFU-zoned parcels.This OAR requirement is met. <br /> OREGON ADMINISTRATIVE RULE(OAR) 734-051: Division 51 establishes procedures, <br /> standards, and approval criteria used by the department to govern highway approach <br /> permitting and access management consistent with Oregon Revised Statutes (ORS), <br /> Oregon Administrative Rules (OAR), statewide planning goals, acknowledged <br /> comprehensive plans, and the Oregon Highway Plan (OHP). <br /> Section 734-051(4020(9)), Spacing Criteria for Applications in an Interchange Area., <br /> establishes interchange management area access spacing standards. <br /> Section 734-0051(7010), Access Management in Highway Facility Plans, states that the <br /> facility plan—in this case the TAMP- must include the location of county roads within the <br /> described area and that changes to existing county connections must be determined <br /> through collaborative discussion and agreement between the department and the <br /> affected county(-7010(1)(b). Division 51 requires that the department provides for a <br /> public involvement process when it develops highway facility plans (-7010(2)), one that <br /> includes noticing affected real property owners, and that plans include key principals to <br /> address how properties abutting a state highway will be evaluated to retain or obtain <br /> access to the state highway during and after plan implementation.
