An TAMP objective was to develop alternatives that can be constructed in phases to <br /> accommodate Keep Oregon Moving Act funding and future development and limit <br /> "throw-away" improvements to the maximum extent feasible. The preferred DDI <br /> alternative achieves this objective, preserving the existing infrastructure at the Aurora <br /> Donald interchange and setting mobility targets to ensure that future operations can <br /> accommodate regional needs. Adoption of the TAMP ensures that operation of the <br /> interchange area is safe and efficient and helps preserve the State's major investment in <br /> reconstruction of the interchange and minimize the need for future interchange <br /> improvements. This Objective is met. <br /> Goal 2: Provide an Accessible, Efficient and Practical Transportation System <br /> Appropriate to Both Urban and Rural Areas Throughout the County <br /> Objective 2.1: Improve mobility and access options to transportation facilities throughout <br /> Marion County for transportation system users. <br /> Improvements on the County roadway system documented in the TAMP are integral to <br /> improving access and efficiency at the 1-5 Aurora Donald Interchange. This interchange <br /> serves an unincorporated area in the immediate vicinity, as well as the cities of Aurora, <br /> Donald, Barlow, St. Paul, and Canby and the unincorporated community of Butteville. This <br /> Goal 2 Objective is met. <br /> Objective 2.2: Facilitate goods movement into and out of the area; increase freight(truck, <br /> rail, air and water) mobility and inter-modal transfer. <br /> Objective 2.3: Facilitate shipping of goods by the most efficient and least-impacting <br /> means possible. <br /> Objective 2.4: Address changing characteristics of trucking, aviation, agriculture and rail <br /> industries. <br /> Objective 2.5: Facilitate system connections as needed to improve efficiency and access. <br /> Federal and State designations of 1-5 as a truck/freight route highlight the national and <br /> local importance of accommodating the movement of large vehicles, which is consistent <br /> with many of the land uses present in the interchange area. Land use in the area, <br /> including two truck stops, draws substantial large-truck traffic, resulting in frequent slow <br /> acceleration and turning movements that impact county roads and 1-5. The TAMP <br /> addresses these congestion and safety issues; Preferred Alternative improvements will <br /> facilitate goods movement along the 1-5 corridor and access to services for the trucking <br /> industry. The TAMP details how the proposed DDI interrelates and connects with the <br /> associated local roadway improvements to ensure that future traffic operations at the <br /> interchange server the needs of all users, including truck freight. <br /> These transportation Objectives have been met. <br /> Goal 3: Provide Sufficient Transportation Capacity <br /> Objective 3.1: Address existing priorities and projected growth. <br /> 1-5:Aurora Donald Interchange(Exit 278)/AMP:Supporting Findings for Marion County Adoption 16 <br />
