STATEWIDE PLANNING GOAL 10: To provide for the housing needs of citizens of the state. <br /> The TAMP project forecasted future 2042 traffic volumes to understand the extent of <br /> traffic congestion at the interchange ramps and intersections in the vicinity (TAMP <br /> Chapter 3). Anticipated growth in housing and employment in the Cities of Donald and <br /> Aurora factored into this future forecasting. Improvements at the interchange will ensure <br /> that transportation needs are balanced with the demands of future residential growth in <br /> the region. <br /> An RV resort business/residential community is located adjacent to the northbound off- <br /> ramp. The Aurora Acres RV Park has approximately 130 RV spaces. A majority of the <br /> occupants are permanent residents; many residents/families have lived there for several <br /> years. Proposed improvements will not result in any residential displacement. <br /> Goal 10 is met. <br /> STATEWIDE PLANNING GOAL 11: To plan and develop a timely, orderly and efficient <br /> arrangement of public facilities and services to serve as a framework for urban and rural <br /> development. <br /> The TAMP will amend the RTSP to add planned improvements at the interchange, <br /> including realignment (Ehlen Road, Bents Road, Dolores Way) and expansion (Ehlen Road) <br /> of County roadways, to meet the needs of planned rural development. The TAMP <br /> establishes special access management requirements for the interchange area to improve <br /> safety and help ensure traffic mobility is maintained (TAMP Section 5.5). The TAMP also <br /> establishes a mobility standard for the interchange that ensures capacity is preserved to <br /> serve the needs of future regional traffic (TAMP Section 5.6). These measures provide a <br /> basis for ensuring investment in public facility infrastructure is made in a manner that will <br /> accommodate the region's planned population and employment. <br /> STATEWIDE PLANNING GOAL 12: To provide and encourage a safe, convenient and <br /> economic transportation system. <br /> OREGON ADMINISTRATIVE RULE(OAR) 660-0012: The Transportation Planning Rule (TPR), <br /> Oregon Administrative Rule 660, Division 12, defines how to implement Statewide <br /> Planning Goal 12 and outlines the necessary elements of a local Transportation System <br /> Plan (TSP). The overall purpose of the TPR is to provide and encourage a safe, convenient, <br /> and economic transportation system. The TPR directs TSPs to integrate comprehensive <br /> land use planning with transportation needs and to promote multi-modal systems that <br /> make it more convenient for people to walk, bicycle, use transit and drive less. <br /> The requested action includes modifications to the local roadway system, a required <br /> element of the County's TSP. The adoption of TAMP improvements will ensure that the <br /> interchange operates safely and efficiently in the future. TAMP Chapter 3 describes the <br /> transportation analysis that was conducted in order to determine existing and future <br /> safety issues, future demand, capacity, deficiencies, and needs for this interchange area. <br /> The analysis demonstrates that the recommended Preferred Alternative will adequately <br /> serve trips generated by future planned land uses.
