miles and added impervious area will increase the flow rate to receiving waters by more <br /> than 0.5 cfs during the detention design storm.The project proposes to include 7 onsite <br /> biofiltration swales, bioslopes sufficient to treat 8.74 acres of impervious surface, and one <br /> offsite biofiltration swale to be located on 1-5 near the Broadacres Road overpass. In total, <br /> the project will provide stormwater treatment for 33.1 acres of impervious surface, none <br /> of which is currently treated.The project also proposes to construct a total of 6 detention <br /> ponds. (See Appendix 0 Categorical Exclusion Closeout Document.) <br /> Impacts to land resources, in particular EFU land, were evaluated as part of the TAMP <br /> existing conditions analysis (TAMP Chapter 2) and were a consideration during the <br /> alternative evaluation process (TAMP Chapter 4). <br /> Goal 6 has been met. <br /> STATEWIDE PLANNING GOAL 7: To protect people and property from natural hazards. <br /> This Goal is not directly applicable, as there are no identified hazards related to landslides <br /> or floodplains in the vicinity of the interchange. Improvements at the interchange will <br /> improve transportation safety and mobility, which will be beneficial for evacuation <br /> purposes in the event of wildfire or earthquake. <br /> STATEWIDE PLANNING GOAL 8: To satisfy the recreational needs of the citizens of the <br /> state and visitors, and, where appropriate, to provide for the siting of necessary <br /> recreational facilities including destination resorts. <br /> There are no publicly owned parks or other recreation resources, including trails and <br /> wildlife refuges, in the vicinity of the TAMP or within one mile of the TAMP study area. The <br /> interchange is one of many ways to access Champoeg State Park, approximately 4 miles <br /> to the west of 1-5, but interchange improvements will not affect the park directly. <br /> Additionally, within or near the study area there are no planned parks or recreation <br /> projects identified in the 2010 Marion County Parks Master Plan. (See TAMP Appendix G <br /> Parks and Recreation Existing Conditions Technical Memorandum.) Goal 8 has been met. <br /> STATEWIDE PLANNING GOAL 9: To provide adequate opportunities throughout the state <br /> for a variety of economic activities vital to the health, welfare, and prosperity of Oregon's <br /> citizens. <br /> The existing congestion and safety concerns at the interchange negatively impact the <br /> mobility of freight, agricultural goods, and passenger vehicles in the region. Businesses in <br /> the immediate area, including two truck stops, are directly impacted by the traffic <br /> volumes on the southbound 1-5 off-ramp, the proximity Ehlen Road and Bents Road <br /> intersections, and the uphill grades on the on-ramps. Issues at the interchange cause <br /> traffic back-ups on the high-speed freeway mainline, presenting a safety hazard for all <br /> users and impeding the movement of freight. Proposed improvements associated with <br /> the TAMP Preferred Alternative will address the identified congestion and safety concerns, <br /> to the benefit of local businesses and goods movement.
