Amendment of the RTSP to adopt the TAMP follows the procedures outlined in the County <br /> Comprehensive Plan, acknowledged by the Land Conservation and Development <br /> Commission, and these findings provide a factual basis for action. Goal 2 is met. <br /> STATEWIDE PLANNING GOAL 3: To preserve and maintain agricultural lands. <br /> OREGON ADMINISTRATIVE RULE(OAR) 660-033. <br /> 660-033-0120 Uses Authorized on Agricultural Lands <br /> OREGON REVISED STATURE 215.283 Uses permitted in exclusive farm use zones in <br /> nonmarginal lands counties; rules. (1) The following uses may be established in any area <br /> zoned for exclusive farm use: <br /> (...] <br /> (h) Climbing and passing lanes within the right of way existing as of July 1, 1987. <br /> (i) Reconstruction or modification of public roads and highways, including the placement <br /> of utility facilities overhead and in the subsurface of public roads and highways along the <br /> public right of way, but not including the addition of travel lanes, where no removal or <br /> displacement of buildings would occur, or no new land parcels result. <br /> (j) Temporary public road and highway detours that will be abandoned and restored to <br /> original condition or use at such time as no longer needed. <br /> (k) Minor betterment of existing public road and highway related facilities such as <br /> maintenance yards, weigh stations and rest areas, within right of way existing as of July 1, <br /> 1987, and contiguous public-owned property utilized to support the operation and <br /> maintenance of public roads and highways. <br /> (...] <br /> (2) The following nonfarm uses may be established, subject to the approval of the <br /> governing body or its designee in any area zoned for exclusive farm use subject to ORS <br /> 215.296(Standards for approval of certain uses in exclusive farm use zones): <br /> (...] <br /> (q) Construction of additional passing and travel lanes requiring the acquisition of right of <br /> way but not resulting in the creation of new land parcel. <br /> The Preferred Alternative includes proposed modifications to the interchange and local <br /> roadway system that are located on land zoned Exclusive Farm Use (EFU). With full <br /> buildout of the interchange improvements (Phase 1 and 2), some EFU land will be needed <br /> for the proposed improvements to 1-5 and the interchange ramps, Bents Road, Ehlen <br /> Road, and Dolores Way. <br /> Goal 3 is implemented by Oregon Administrative Rule (OAR) 660-033. OAR 660-033-0012, <br /> Table 1, identifies transportation facilities and improvements that are permitted on <br /> Agricultural lands. Included in the Uses Authorized on Agricultural Lands are <br /> transportation improvements on rural lands allowed by OAR 660-012-0065.
