Management Framework by request of a majority of the cities in the County. If the <br /> Commission or Board accepts the request and initiates a change, the review will follow the <br /> planning process described earlier. <br /> The requested action is to amend the RTSP, the Transportation Element of the <br /> Comprehensive Plan, to incorporate the findings and recommendations of the 1-5 Aurora- <br /> Donald Interchange (Exit 278) TAMP. Amending the text of the Comprehensive Plan is <br /> considered a legislative amendment. <br /> Statewide Land Use Goals and Related Administrative Rules <br /> STATEWIDE PLANNING GOAL 1: To develop a citizen involvement program that insures the <br /> opportunity for citizens to be involved in all phases of the planning process. <br /> The TAMP Public outreach efforts were guided by a set of goals that emphasized <br /> communication and engagement with the community. Efforts focused on keeping Marion <br /> County Board of Commissioners, as well as the local elected officials representing the <br /> cities of Donald and Aurora, updated on the review of interchange concepts and <br /> alternatives and the process for selection of a preferred alternative, design refinements of <br /> the full interchange, and definition of Phase 1. <br /> Initial public outreach included: a project website that included a map and background <br /> information (www.auroradonaldinterchange.org); a direct mailer introducing the project <br /> sent to over 100 addresses near the interchange; and direct communication with City of <br /> Donald and City of Aurora administrators, the contact for Friends of French Prairie, the <br /> three travel/fuel stations around the interchange, and select other businesses. <br /> A stakeholder group of interchange area businesses and property owners was convened <br /> three times during the course of the project to share project progress and direction, <br /> review ODOT work, and to understand comments, questions, and concerns about <br /> proposed improvements to the interchange and county roads. These meetings were open <br /> to the public. In addition, two public open houses were held to share project direction <br /> and to hear comments and concerns from the public about proposed improvements to <br /> the interchange and county roads. <br /> Information detailing public outreach efforts during each phase of the project is found in <br /> TAMP Section 6, Public Involvement, and Appendix R, Stakeholder and Public Involvement <br /> Technical Memorandum. <br /> Goal 1 is met. <br /> STATEWIDE PLANNING GOAL 2: To establish a land use planning process and policy <br /> framework as a basis for all decision and actions related to use of land and to assure an <br /> adequate factual base for such decisions and actions. <br /> 1-5:Aurora Donald Interchange(Exit 278)TAMP:Supporting Findings for Marion County Adoption 5 <br />
