REQUEST <br /> The TAMP Preferred Alternative, at full buildout of Phase 2, includes modifications to the <br /> County roadway system and access management that are not in the adopted RTSP.The <br /> requested action is to make the RTSP consistent with the improvements in the TAMP related <br /> to the relocation of Dolores Way,the widening of Ehlen Road, and the Access Management <br /> Plan. This can be accomplished by the County adopting the TAMP as a refinement plan to <br /> the RTSP. <br /> Specifically, ODOT is requesting that Marion County amend the Marion County RTSP to <br /> incorporate the findings and recommendations of the 1-5: Aurora Donald Interchange <br /> (Exit 278) TAMP, including: <br /> • the TAMP goal statement acknowledging the need for safe, efficient movement of <br /> passenger and freight traffic through the interchange (TAMP Section 1.5 Goals and <br /> Objectives); <br /> • the roadway configurations and improvements on Ehlen Road, Bents Road, and <br /> Dolores Way (TAMP Section 5.5 Preferred Alternative; Figure 5.5 Refined Preferred <br /> Alternative); and <br /> • the access management spacing standards for Ehlen Road, as documented in the <br /> Access Management Plan, TAMP Section 5.5; Figure 5.9 Preferred Alternative <br /> Access Management Plan). <br /> FINDINGS AND CONCLUSIONS <br /> The RTSP is the Transportation Element of the Marion County Comprehensive Plan. The <br /> requested action proposes revisions to the RTSP, which constitutes a change in the text of <br /> the Comprehensive Plan and are considered a legislative amendment. Pursuant to the <br /> adopted plan, amendments and changes in the Comprehensive Plan can be made by the <br /> Board of Commissioners only after holding public hearings on the proposed amendments <br /> and changes (Comprehensive Plan Introduction, Planning Process). <br /> ODOT has requested that the County Board of Commissioners initiate an amendment to <br /> the RTSP to incorporate the findings and recommendations of the TAMP in a letter dated <br /> July 15, 2020. <br /> Policy 2. The procedures which Marion County will use to consider Comprehensive Plan <br /> amendments, in addition to the requirements in State law, is as follows: <br /> (...] <br /> Area-Wide or Legislative Amendments: <br /> Where more than six properties are involved, or where a change in the text of the Plan is <br /> proposed, the amendment will be considered a legislative amendment. Legislative plan <br /> amendments may be initiated only by the County Planning Commission or the Board of <br /> Commissioners. Any interested person may request changes in the Land Use Map or the <br /> text of the Plan by letter or petition, or with respect to the County Urban Growth <br /> 1-5:Aurora Donald Interchange(Exit 278)TAMP:Supporting Findings for Marion County Adoption 4 <br />
