the east side of the interchange, along Ehlen Road, there is limited road construction and <br /> widening in Phase 1. <br /> County Staff determined that the Phase 1 improvements are consistent with the County's <br /> currently adopted and acknowledged Comprehensive Plan and implementing regulations. <br /> Specifically, the Aurora/Donald (Fargo) Interchange Area Sub-Area Plan documents the <br /> intersection spacing issues related to Bents Road and Ehlen Road and supports the Bents <br /> Road realignment to the west. <br /> Phase 2 includes relocating Dolores Way and relocating and widening Ehlen Road, <br /> improvements not envisioned in adopted County plans and would require a plan <br /> amendment to authorize these improvements. Specifically, Phase 2 improvements <br /> include: realigning Ehlen Road with a wider cross section under 1-5 to include new <br /> signalized intersections located at the northbound and southbound ramp intersections <br /> and two lanes in each direction with bike and pedestrian facilities; realigning Ehlen Road, <br /> west of 1-5, to the north and constructing a new Ehlen Road/Bents Road intersection; and <br /> realigning Dolores Way to create a new intersection farther east with Ehlen Road. The <br /> improvements to complete Phase 2 of the Project will be implemented when funding <br /> becomes available in the future. <br /> PUBLIC AND STAKEHOLDER OUTREACH <br /> A Public Involvement and Communications Plan for the TAMP project was formally <br /> initiated In January 2019. This entailed a decision-making process and schedule that <br /> included: building awareness about the need to make Aurora Donald 1-5 Interchange <br /> improvements; gathering public feedback at key milestones in selecting a preferred <br /> interchange design, as well as defining a project that could be built in the near term <br /> (Phase 1); and garnering support for the TAMP process. <br /> Information detailing public outreach efforts during each phase of the project is found in <br /> TAMP Section 6, Public Involvement, and Appendix R, Stakeholder and Public Involvement <br /> Technical Memorandum. As part of these efforts, the Marion County Board of <br /> Commissioners were kept up to date on the interchange concepts and alternatives <br /> considered, ODOT selection of a preferred alternative, design refinements of the full <br /> interchange, and definition of the Phase 1 improvements. A stakeholder group of <br /> interchange area businesses and property owners was convened periodically during 2019 <br /> to review the project's progress and direction and to share comments, questions, and <br /> concerns about proposed improvements to the interchange and county roads. The direct <br /> invitation list was built from businesses and property owners in the interchange area, but <br /> meetings were open to everyone.
