'The-. site is small, but level and was previously -in single family <br />residential use. Applicants propose developing a four-plex on the <br />property. The proposal requires eight parking spaces under Marion <br />County, development provisions. There is.. not enough room on the <br />property for eight parking spaces; so. applicants propose ars <br />adjustment to allow six spaces as allowed under the Salem Revised <br />Code (SRC). The adjustment is requested because applicants also ask <br />for an adjustment to allow more than four dwellings to be accessed <br />from a private roadway. The property can support a duplex or <br />triplex without*.a parking space adjustment, and can support a <br />duplex.without'an access adjustment. Evezi without the adjustments, <br />the property can support a higher density development than in the <br />RS zone. Policy 10c is met. <br />Residential Development Policy 7 states: <br />Residential' neighborhoods shall be served. by a 'transportation <br />system that provides access for pedestrian, bicycles, and vehicles <br />while recognizing the neighborhoods' physical constraints and <br />transportation service needs: <br />a. The transportation system shall promote all modes of <br />transportation. and dispersal rather than concentration of <br />through traffic; <br />b. Through traffic shall be addressed by siting. street <br />improvements and road networks that serve new development so <br />that short trips can be made without driving; <br />c. The transportation system shall provide for a -.network of <br />streets fitted to the terrain with due consideration for <br />safety, drainage, views, and vegetation. <br />The neighborhood.transportation- system is fairly well developed. <br />Blueberry Lane is a short, dead-end private easement that connects <br />to 45t -b Avenue, a collector -street that disperses traffic south to <br />Silverton Road, .an arterial, street, and north to,, Ward Drive,, a <br />collector street. Bicycle lanes and sidewalks are available along <br />portions of 45th Avenue,and bus service -is available on Silverton <br />Road totsouth.and at Chemeketa'Community College to the north. <br />Commercial services are available along Silverton Road and the <br />Chemeketa Community College campus is to the northwest. Both are <br />within walking or bicycling distance. The'area around the sfbject <br />property is fairly flat, Roads follow the terrain without, problem. <br />Policy 7 and policy 10d are.ret. <br />Conclusion: The proposed zone is appropriate for the Comprehensive' <br />Plan land use designation on the property. Transportation and <br />adjustment issues - are addressed below. Provided the subject <br />property is developed to urban zoning code standards the proposal <br />will be consistent with SACP description and policies and MCC <br />16.39. 050 (A). will be -satisfied. <br />
