C. The request shall be consistent with the purpose -statement for <br />the proposed zone.. <br />D. If -the proposed zone allows uses more -intensive than uses in <br />other zones appropriate for the ,land use designation, the <br />proposed zone will not allow uses that would significantly <br />adversely affect allowed uses on adjacent properties zoned.for <br />less intensive uses. <br />a. SACP designation, description and policies. The subject property is <br />designated Multi Family Residential in the.-SACP. Under MCC <br />16.01.030, the RM zone is allowed in the Multi Family Residential <br />SACP designation. <br />SACP.II.A.3.a describes the SACP residential map designations. <br />Multi --Family Residential applies to the portion of the Salem urban <br />area that is currently developed with.housing.or served by public <br />facilities and suitable for residential. development; at urban <br />densities. Multi -Family Residential is characterized by a mixture <br />of housing types.. The Single Family and.Multi-Family Residential <br />categories of use encompass all types. of housing, fox. example, <br />single .family detached, single.family attached, manufactured homes, <br />garden apartments, and row houses. -Changes in use designation to <br />permit higher residential densities are governed by the goals and <br />policies of the SACP_and the local rezoning process. <br />sACP IV.E contains SACP residential development policies. Most. are <br />applicable to initial designations of residential properties, and <br />were deemed appropriate when the property was designated Multi <br />Family Residential. Policy 10, however, deals specifically. with <br />rezoning requests: <br />Requests for rezonings to higher density residential uses to meet <br />identified housing .needs will be deemed appropriate provided: <br />a. The site is so designated on the comprehensive plan map; <br />b. Adequate public servi;ces'are planned to serve the site; <br />C. The site's physical characteristics support higher density <br />development; and <br />d. Residential. Development Policy 7 is met. <br />The subject property is designated Multi Family Residential ln'the <br />SACP. Policy 10a is met. <br />Public services are discussed below.' Provided the property is <br />developed in accordance with MCC title 16 standards, policy 10b <br />will be met. <br />
