2. The subject property is on the north side of Blueberry bane <br />approximately 100 feet west of 45th"Avenue NE. The property -was <br />created.'as Parcel 2 of- Partitioning Plat 1999--099 (99-99) approved <br />under Partitioning Case 99.-18 (P 99-18-) 'and is a legally -created <br />parcel for land use purposes. At one time the parcel contained a <br />residential structure but it was,destroyed by fire. <br />3. Properties to the north and west are zoned RM. An apartment complex <br />is to tie- north. Two manufactured dwellings are to the west. <br />Parcels to the" east and south are. zoned UD. A duplex is to the <br />{ east. Property to the south was partitioned into two parcels in <br />case P10-003. One parcel contains a single-family dwelling. <br />4. Applicants propose changing the zone on the subject property from <br />UD .to RM and developing. a, four--plex .on the 0.15 acre lot. <br />Applicants also ask for adjustments to increase the .number of <br />dwelling units allowed on a private roadway from four to six and to <br />reduce the number.of required,parking spaces from eight to six. <br />5. The Marion County Planning Division requested comments on the <br />proposal from various governmental agencies. <br />The .Marion County Department of Public Works (DPW) Land Development <br />Engineering and Permits (LDEP) commented: <br />Approval of the proposed zone change and subsequent application for <br />major adjustment would allow the zone designation to be changed <br />from UD (Urban Development) to RM (Multi -Family Residential) , and <br />allow the number of dwellings on a..private easement to exceed four <br />and allow a reduction in the number of required parking spaces per <br />multi -family unit on a 0.15 -acre parcel located within the City of <br />Salem.
