Nature of the Applicatioa <br />This matter comes before the -Marion County Hearings Officer on the <br />applications of Mark Montecalvo and Sco-et Martin to change the zone from <br />UD (URBAN DEVELOPMENT) to RM (MULTIPLE FAMILY RESIDENTIAL) and for <br />adjustments .to increase the number of dwelling units allowed on a <br />private roadway .from four to six and to reduce the number of required <br />parking spaces from eight to six on a 0.15 acre parcel in the Salem <br />Urban, Growth Boundary ,(UGB) at 4465 Blueberry Lane NE, Salem, Marion <br />County, Oregon (TS7, R2W,'S7DC, tax lot 401). <br />II. Relevant Criteria ' <br />The standards and criteria relevant to this ,application are found <br />in.the Salem Area Comprehensive Plan (SACP) and the Marion County Code, <br />title 16, especially chapters 16.04, 16.27, 16.39 and 16.41. <br />III. Public Hearing, <br />A public hearing was duly held on .this application on April 23, <br />2011. At the hearing, the Planning Division file was made'part of the <br />rec-ord.' The following. persons appeared at the hearing and provided <br />testimony on the- application: <br />1. David Epling Planning Division <br />.2. Scott Martin Applicant <br />3. Jeff Tross Applicant's consultant . <br />An amended site plan. -was presented,. marked, and entered into the <br />record as exhibit 1.. No objections were raised as to notice, <br />jurisdiction, conflicts of interest, or to evidence or testimony.._ <br />presented.at the hearing. <br />Iv. F'jdings of Fact <br />The 'hearings, officer, after careful consideration of the testimony <br />and evidence in the record, issues the following findings of fact: <br />1. The subject property is within the Salem.UGE, is designated Multi <br />Family. Residential in the SACP, and is zoned IID. <br />
