If an <br />appeal is received it will be reviewed by the Board of Commissioners to determine if it merits further <br />hearing and consideration by the Board. Questions regarding this action or the appeal procedure may <br />be directed to the Marion County Planning Division, 555 Court Street NE, Salem, phone (503) 588- <br />5038. <br />FINDINGS AND CONCLUSIONS: The Planning Commission's decision is based on the <br />findings and conclusions below. <br />The subject parcel is located within the Salem Urban Growth Boundary (UGB), designated <br />Single Family Residential in the Salem Area Comprehensive Plan, and zoned RS (Single <br />Family Residential). The RS Zone permits subdivisions where public sewer and water are <br />available and the development complies with the provisions of Chapter 33 of the Urban Zoning <br />Ordinance. <br />2. The subject parcel is located on the east side of Hollywood Drive NE, approximately 175 feet <br />south of its intersection with Val Vista Avenue NE. The property contains a single family <br />dwelling and several accessory structures. <br />Properties to the north and east are zoned RS and contain a residential subdivision. Property to <br />the west is zoned UD (Urban Development) and contains single family dwellings on individual <br />lots. Property to the south is a subdivision located inside the Salem city limits. <br />AGENCY COMMENTS: <br />4. The Marion County Surveyor commented that the subdivision name must be approved per ORS <br />92.090. In addition, the subdivision must be surveyed and platted per ORS 92.050 and the final <br />plat (along with appropriate fees and additional mylar fee) submitted to their office for their <br />review and approval. The final plat must be submitted with a current or updated title report to <br />their office. <br />Marion County Department of Public Works commented: "Approval of the proposal would <br />subdivide the subject property into five lots and allow single-family dwellings on each lot, <br />which would generate approximately 50 additional daily trips on Hollywood Drive and other <br />roads in the area. The Public Works Department has the following comments, requirements, <br />and recommendations for the proposed subdivision: <br />Streets <br />We are concerned that the new plan would not provide adequate parking for residents and <br />visitors of the subdivision. The developer should provide additional parking. This could be <br />done by providing a group of head -in parking spaces along lot Al, or by widening Stacy Place <br />an additional 8 feet to allow parallel parking, among other options. <br />In accordance with the Zoning Ordinances of Marion County, the applicant shall show <br />sufficient dedicated right-of-way on the plat to provide the public dedicated right-of-way half - <br />width of 30 feet along Hollywood Drive. Additional right-of-way shall be dedicated to allow <br />any cut or till slopes or roadside ditches to be within the public right-of-way. Any dedications <br />should be to the public. not Marion County. <br />
