within the Salem/Keizer Urban Growth Boundary the average width of a lot shall <br />be at least 40 feet, and the average depth of a lot shall be at least 70 feet. <br />(c) Lot dimensions, other uses: The average width of a lot shall be at least 40 feet, <br />and the average depth of a lot shall be at least 80 feet, except as provided in <br />Section 26.800 for Planned Developments. <br />The proposed lot sizes are 6,000 square feet or greater. The width of the proposed lots <br />are greater than 40', and the depth are greater than 70'. A road or access point determines <br />the front of a lot. In the current proposal the front Parcel is #1, facing Hayesville Drive <br />NE, Parcel #2 is the center parcel, and Parcel #3 is the northern parcel. Parcels #2 and #3 <br />would have the front to the east where the proposed access private road would be located. <br />The proposal meets with the requirements above. <br />Development Standards: The following standards apply to development in an RS zone. <br />MCUZO 2.11 - The height requirements are as follows: <br />• Maximum Height of a dwelling is 35 feet; <br />• Structures for public and semi-public uses - 70' provided required setbacks <br />shall be increased 1' for every foot the structure height exceeds 35'; <br />• Structures exempt from height requirements identified in Sec. 27.16 and <br />structures with specific height requirements identified in Chapter 28 are not <br />subject to (a) and (b) above; however, required setbacks for structures <br />identified in Sec. 27.16 shall be increased 1' for every foot the structure <br />exceeds 35 feet. <br />MCUZO 2.13 - The following setback requirements shall be implemented for all new <br />structures other than farm -exempt buildings, signs and fences: <br />(a) Within the Salem/KeizerUrban Growth Boundary, along the full extent of <br />each front lot line, lot line abutting a street or roadway right-of-way line, <br />there shall be a required yard 12 feet in depth provided, however, garages or <br />carports having a vehicle entrance facing a street or roadway right-of-way line <br />shall be set back at least 20 feet from the street right-of-way line or roadway <br />right-of-way lines. For other Urban Growth Boundaries the required yard <br />shall be 20 feet. <br />(b) For dwellings within 20 feet from the street right-of-way no more than two <br />adjacent lots shall have the same setback from the right-of-way for the <br />primary building. Setbacks for the primary building shall vary at least four <br />feet in depth. A dwelling having a side yard abutting a street shall not be <br />considered as affecting or affected by setbacks of adjacent buildings under <br />this subsection. <br />(c) Notwithstanding the provisions of subsections (a) and (b) of this section, <br />there shall be a required yard of 20 feet from the right-of-way of a designated <br />arterial or collector street or from the special setback established in Section <br />27.21, whichever is greater. <br />
