McKay High School. The middle and high schools are within the walk zone while the <br />elementary school is eligible for transportation. The district notes that the developer <br />should provide paved walk rout(s) to allow pedestrian and bicycle access to school(s) <br />from all residences within new development. Provide all improvements required by <br />Marion County where new transportation routes are established such as school flashers, <br />crosswalks, and signage. <br />The Marion County Department of Public Works commented: Approval of the proposed <br />Subdivision will create ten additional home sites on the subject property resulting in <br />additional traffic on Tierra Drive and Hollywood Drive. The following requirements <br />address impacts created by approval of the proposed subdivision: <br />The applicant shall show sufficient dedicated right-of-way on the plat to provide the <br />public dedicated right-of-way half width of thirty feet along Hollywood Drive. This is <br />the standard right-of-way half width for a collector street. It appears that ten feet of <br />additional width is required. Any dedications should be to the public, not Marion <br />County. <br />Tierra Drive currently has a 59 -foot dedicated right-of-way with a 1 -foot reserve strip. <br />Marion County Public Works will dedicate the 1 -foot strip providing the applicant <br />completes the required public improvements to Marion County standards. <br />The subject property is within the urban growth boundary area of the City of Salem. <br />Transportation Systems Development Charges shall be assessed upon development of the <br />homes on the newly created parcels, at the time of application for building permits. <br />In accordance with Marion County Driveway Ordinance #651, driveway permits will be <br />required for any new access or change in existing access to the public right-of-way. <br />Through the building permit process, the applicant shall be required to apply for <br />driveway permits. Please contact Matt Ficek at (503) 588-5036 for additional <br />information. <br />Tierra Drive currently does not meet County standards for a local street. The applicant <br />shall construct a half street improvement along the property frontage on Tierra Drive to <br />include: widen the existing street half width to 17 -feet, curb, sidewalk and stone <br />drainage. Tapers and transitions shall be constructed north of the improvements to join <br />with existing or required facilities. <br />Tierra Drive is currently a non -county maintained public right-of-way. The street is <br />paved for approximately 150 -feet from the intersection of Silverton Road. After which <br />the surface changes to gravel for approximately 300 -feet to the northerly property line of <br />the proposed subdivision. This does not meet County standards for a local access road. <br />The applicant shall construct a 22 -foot wide turnpike section with an additional 5 -foot <br />wide asphalt shoulder to serve as a pedestrian path the entire length of the gravel section. <br />The improvements shall address storm drainage and be constructed to Marion County <br />standards. <br />
