The proposed 25 -foot wide access and utility easement shall have a tum around to allow <br />both fire and garbage service to turn around inside the development. <br />Hollywood Drive is currently an improved turnpike section; this does meet County <br />standards for a collector street. The applicant shall construct a half street improvement <br />along the property frontage on Hollywood Drive to include: widen the existing road half <br />width to 17 -feet, curb, sidewalk and storm drainage. Tapers and transitions shall be <br />constructed north and south of the improvements to join with existing pavement and <br />sidewalk facilities. <br />The proposed subdivision is bisected by an East Salem Sewer District (ESSD) drainage <br />ditch easement. No alterations, modifications or changes to the ditch will be allow <br />without approval from Marion County Public Works. <br />The proposed 25 -foot wide access and utility easement shall be extended to the easterly <br />boundary of the ESSD drainage easement. This will allow maintenance crew to access <br />the drainage ditch. <br />The County requires any development 0.5 acre or larger to provide storm water detention. <br />The system shall be sized so that it will detain the difference between a 5 -year frequency <br />storm with pre -development conditions and a 10 -year frequency storm with development <br />conditions. Prior to plat approval, the applicant shall provide a storm drainage plan for <br />the site that addresses drainage issues and includes detention elements. <br />The applicant shall submit a site grading plan to the County that includes existing <br />contours that extend a minimum of twenty feet in each direction from the subdivision <br />boundary. The plan shall also include proposed finished floor elevations, finished grades <br />and how the proposed contours will match the existing ground. <br />Construction of improvements on the property shall not block historical or naturally <br />occurring runoff from adjacent properties. Site grading shall not impact surrounding <br />properties in a negative manner. <br />Public street and storm drainage improvements shall be built to Marion County standards. <br />The applicant shall obtain approval of the subdivision engineering plans from Marion <br />County Public Works and any other concerned agencies. The applicant shall be required <br />to provide evidence of submission of plans to the applicable utilities before final approval <br />is given. If there are utilities located in the existing right-of-way that Marion County <br />determines must be moved in order to construct the required public improvements, <br />Marion County can coordinate to have them moved at no charge to the developer. Early <br />coordination is required to meet the utilities' construction schedule. <br />
