use of surrounding properties for the uses permitted in the applicable zone. <br />(d) The proposed use, as conditioned, will not have a significant adverse effect on air or <br />water quality. <br />(e) Adequate public and utility facilities and services to serve the use are available or will <br />be made available prior to establishment of the use. <br />As indicated above, Chemeketa Community College is an approved use for the property. <br />The parking lot would be an accessory use to the permitted use, which is consistent with <br />the intent and purpose of the college. The location of the proposed parking lot is suitable, <br />but should be required to meet Public Works' standards for drainage issues. The site is <br />consistent with the college's long-range plan. The applicant states that setbacks and <br />landscaping would be established to decrease the impact to neighboring property. The <br />parking lot would not impact neighboring property owners due to the location on campus <br />property and the low impact of the use. The applicant indicates that a bio-swale for <br />drainage would be created. The only proposed utility needed would be electricity. The <br />applicant indicates that there are adequate utilities to support the project. The criteria in <br />#6 can be met as long as they meet the requirements from Public Works and parking <br />standards as found in MCUZO Chapter 30. <br />8. Off-street parking has requirements that need to be met as described in MCUZO Chapter <br />30. At this time the applicant is requesting a review for temporary and seasonal gravel <br />surfaced parking area. The requirements are found in MCUZO 30.14 and are as follows: <br />(a) As used in this section, "seasonal" means limited to a period of no more than six <br />months in any twelve month period, but related to a unique or an annually occurring <br />event or condition; and "temporary" means limited to a fixed maximum term not to <br />exceed five years, and related to a condition or need which is expected to cease <br />within that fixed term. <br />(b) The Zoning Administrator may grant a conditional use permit for the use of a gravel <br />surfaced parking or loading area in a zone on either a seasonal or temporary basis <br />upon being satisfied that the seasonal or temporary need cannot be otherwise <br />reasonably and economically met; the use will be, in fact, seasonal or temporary; <br />and each of the following conditions is or will be met by the applicant: <br />(1) A conditional use permit for seasonal parking shall be granted for only that <br />period, as is necessary to meet a genuine need for gravel parking. <br />(2) At the conclusion of the seasonal period, the gravel area used for seasonal <br />parking shall be closed to vehicle access by a physical barrier. <br />(3) A conditional use permit for temporary parking shall be granted for a period <br />not to exceed one year and annually renewable for no more than four <br />additional years, which is necessary to meet a genuine need for gravel <br />parking. <br />(4) Gravel parking and loading areas shall be improved with a minimum of four <br />inches of base rock covered by a minimum of two inches of three-quarter <br />inch or smaller crushed rock as a leveling course. <br />(5) No gravel parking or loading area shall be permitted within 500 feet of any <br />residential zone. <br />(6) Gravel parking and loading areas shall be screened from all adjacent uses by <br />a sight -obscuring fence, wall or hedge. <br />(7) Wheel barriers of cement concrete, asphalt, wood, or other materials <br />
