Marion County Building Inspection Division: reviewed the proposal and commented that <br />building permits may be required and to check with their office. <br />Salem Planning Department: commented that temporary gravel surface areas for parking <br />areas are allowed. If conditional use is granted for other than outlined in SRC 133.220, it <br />will be considered a legal non -conforming use and will be subject to SRC Chapter 112. <br />Salem Public Works: commented that the site is within the Jan Ree Water District. <br />Permit for irrigation water service if required, through City of Salem Permit Application <br />Center. <br />Marion County Fire District #1: commented that, for a parking lot, things are ok. <br />Marion County Public Works: "Approval of the proposed conditional use will create an <br />additional parking lot on the subject property resulting in additional traffic on 45th Ave <br />and Lancaster Dr. The following requirements address impacts created by approval of the <br />proposed conditional use: <br />1. 45th Ave currently meets standards for right of way width and paved <br />improvement to county standards. No dedication or improvements will be <br />required. <br />2. The County has been working with the College to help eliminate parking on <br />45th Ave. The problem is currently seasonal. It only happens at the <br />beginning of each term for a couple of weeks. Providing an on site gravel <br />parking lot will help solve a neighborhood problem. <br />3. We do not require storm water detention for gravel parking lots. However <br />in the future if the College decides to pave the lot they will have to go <br />through a site plan review and storm water detention will be required. <br />4. System Development Charges are not accessed against ancillary school <br />improvements, such as this parking lot. <br />5. The parking lot will access on to Fire Lane, a private road, that access to <br />45th Ave. This intersection was recently review so no driveway permit will <br />be required. <br />6. Construction of improvements on the property shall not block historical or <br />naturally occurring runoff from adjacent properties. Site grading shall not <br />impact surrounding properties in a negative manner." <br />6. Chemeketa Community College received authorization to establish a college campus in <br />1991. The property was rezoned from RM (Multi -Family Residential) to Public and a <br />conditional use approved the use of the property for a college campus (ZC91-7 and 91- <br />22). In the Marion County Urban Zoning Ordinance, Section 16.02 (p), educational <br />services are a permitted use under the conditional use process. To expand on a <br />conditional use, the proposed project needs to be reviewed as a conditional use. <br />Criteria for a conditional use are found in MCUZO Section 40.02 and are as follows: <br />(a) The use is listed as a conditional use in the zone, or is otherwise identified as a <br />conditional use and is consistent with the intent and purpose of the zone and the <br />provisions that authorized consideration as a conditional use. <br />(b) The parcel is suitable for the proposed use considering such factors as size, shape, <br />location, topography, soils, slope stability, drainage and natural features. <br />(c) The proposed use, as conditioned, will not substantially limit, impair, or preclude the <br />
