The applicant proposes to divide a 306 acre parcel into two parcels containing 6,664 <br />square feet each. The southermnost parcel will contain the existing dwelling along with <br />an easement, along its western property line, to serve as access to the northern parcel. <br /> <br />Marion County Department of Public Works reviewed the proposal and provided the <br />following comments: <br /> <br />"Approval of the proposed partition will create an additional home site on the <br />subject property resulting in additional traffic on Hager Street. The following <br />requirements address impacts created by approval of the proposed partition: <br /> <br />It appears that Hager St right of way is currently 60-feet which is the <br />required width of a local urban street. No right of way dedication will be <br />required. <br /> <br />Hager St does not meet current standards for a local urban street. In lieu <br />of requiring immediate construction, the applicant shall provide a non- <br />remonstrance agreement regarding roadway improvements, including <br />sidewalks, paving and drainage, to the local urban road standard along <br />their frontage on Road. A recordable agreement shall be provided before <br />the plat is recorded (form available from Public Works). <br /> <br />Prior to plat approval, the applicant shall provide a storm drainage plan for <br />the site that addresses drainage issues and includes location of the down <br />spouts and slopes onto adjacent properties. <br /> <br />The subject property is within the unincorporated urban growth boundary <br />area of the City of Salem. Transportation and Parks Systems <br />Development Charges shall be assessed upon development of the home on <br />the newly created parcel, at the time of application for building permits. <br /> <br />No driveway will be allowed. A driveway exemption permit will be <br />required because of the change in existing access to the public right-of- <br />way. Through the building permit process, the applicant shall be required <br />to apply for a driveway exemption from the permit process. Public <br />Works' staff will review the driveway at that time and determine if it is in <br />compliance with current County standards. If an exemption is denied, the <br />applicant will be required to apply for a driveway permit and make <br />necessary changes to establish a compliant access. <br /> <br />Construction of improvements on the property shall not block historical or <br />naturally occurring runoff from adjacent properties. Site grading shall not <br />impact surrounding properties in a negative manner." <br /> <br /> <br />
