City of Salem Planning and Public Works Departments provided a list of standards the
proposal would be required to meet if the it was developed under their jurisdiction.
The North Lancaster Neighborhood Association reviewed the proposal and provided the
following comments:
"As voted at our recent scheduled meeting (5/20/02), North Lancaster Neighborhood
Association (NOLA) requests that you enter this letter into the record for the subject
hearing.
NOLA Board Members voted unanimously to oppose the proposed partition. Many
individuals were disappointed to learn that the developer has chosen to attempt to
make an end -run in apparent disregard of the Marion County Board of Commission-
ers ORDER 01-91, dated August 2, 2001 (copy attached). Please not Item Nos 8 and
9 of said ORDER which removed the flag lot that originally was proposed behind the
existing house and specifically prohibited access onto Hollywood Drive NE. We are
very concerned that the location of the proposed point of access is much to close to
existing streets Val Vista Ave. NE (85 ' south) and Leafwood Drive NE (96' north).
Please note the Hollywood Drive is an extremely busy road and serves as an urban
collector between Silverton Road and Sunnyview Road. The addition of another
private driveway, with cars backing into traffic, will significantly detract from public
safety.
In addition to this blatant "in you face" attitude expressed by the Developer, NOLA
also would like to bring to the attention of Marion County Planning the following
verbal promises and other statements of assurance that the developer presented on
numerous occasions to the neighbors and county commissioners during last year's
hearing, paraphrased:
There will be no manufactured homes
We will attempt to save as many trees as possible during site clearing and
construction
- Our development will compliment the existing subdivision (to the south), and
will not detract from these surrounding properties
We are contracting for quality, Roth -Built homes in the 115 -120 thousand
dollar range.
In closing this request for partition by Mr. Gooley proves to most of us that this
particular developer cannot be trusted to comply with the letter of the law, much less
his own personal word. Please do not reward such behavior; any reward under these
circumstances comes at the expense of the neighbors."
