A <br />3. Surrounding properties to the east and south are zoned RS and consist of a residential <br />subdivision. Properties to the west and north are zone UD (URBAN DEVELOPMENT) and <br />contain single family dwellings. <br />4. The applicant proposes to divide a 14,995 square foot parcel into two parcels containing <br />8,845 square feet and 6,110 square feet each. The applicant indicates that access to the larger <br />lot containing the existing dwelling will be via Leafwood Avenue while the smaller parcel <br />will access Hollywood Drive. <br />5. Marion County Department of Public Works reviewed the proposal and provided the <br />following comment: <br />"Approval of the proposed partition will create an additional home site on the subject <br />property resulting in additional traffic on Hollywood Dr. The following requirements <br />address impacts created by approval of the proposed partition: <br />1. Hollywood Dr is designated a collector by the Salem Transportation Plan <br />which requires a right of way width of 60 -ft. Presently the half width is 30 -ft <br />so it meets this requirement. <br />2. Developer will be required to complete the curb and sidewalk adjacent to the <br />property. <br />3. The property is less than a half -acre in size so storm water detention will not <br />be required. However we do want to review a site drainage plan that <br />demonstrates that development of the property will not have a negative <br />impact on the area drainage. Prior to plat approval, the applicant shall <br />provide a storm drainage plan for the site that addresses drainage issues. <br />4. The subject property is within the unincorporated urban growth boundary <br />area of the City of Salem. Transportation and Parks Systems Development <br />Charges shall be assessed upon development of the home on the newly <br />created parcel, at the time of application for building permits. <br />5. A driveway permit will be required for the new access to Hollywood Dr. <br />Through the building permit process, the applicant shall be required to apply <br />for a driveway permit. <br />6. Construction of improvements on the property shall not block historical or <br />naturally occurring runoff from adjacent properties. Site grading shall not <br />impact surrounding properties in a negative manner. " <br />
