an adequate supply of land reserved for multiple <br />family development. During the process to identify <br />suitable sites, Marion County Board of County <br />Commissioners removed over 75 acres from the <br />properties identified by City that were located <br />outside City limits but still within the Urban <br />Growth Boundary. City staff interprets that at <br />this time properties currently reserved for <br />multiple family development should not be re- <br />designated or rezoned to further deplete the <br />supply. <br />2. According to the SACP (November 2000), Goals and <br />Policies, Residential Development, Number 6: <br />Multi -family housing shall be located in <br />areas proximate to existing and planned <br />transportation corridors, public <br />facilities, and services. <br />City staff interprets that Silverton Road and <br />Hollywood Drive are existing transportation <br />corridors. Those streets are classified in the <br />STSP (Salem Transportation System Plan) as a major <br />arterial and a collector, respectively. There is <br />existing multiple family directly south of this <br />property and other residential uses in the area <br />that support continuing the designation and zoning <br />under residential categories. <br />According to the SACP, Goals and Policies, <br />Commercial Development Number 5: <br />Unless the existing development pattern <br />along arterials and collectors commits <br />and area to strip development, new <br />commercial development shall be <br />clustered and located to provide <br />convenience goods and services for <br />neighborhood residents or a wide variety <br />of goods and services for a market area <br />of several neighborhoods. <br />City staff interprets that the re -designation and re- <br />zoning of this property does not provide for clustering <br />opportunity.
