Prior to <br />development of the property, the applicant shall <br />provide a storm drainage plan for the site that <br />addresses drainage issues and includes detention <br />elements. <br />The subject property is within the unincorporated <br />urban growth boundary area of the City of Salem. <br />Transportation and Parks Systems Development <br />Charges shall be assessed upon development of the <br />property, at the time of application for building <br />permits. <br />Driveway permits will be required for any new <br />access to the public right-of-way. Salem Urban <br />standards limit driveways on both arterial and <br />collector streets. Only two driveway will be <br />allowed and they shall be located as far from <br />intersection of Hollywood Drive and Silverton Road <br />as possible. One will be allowed at the far <br />northeast corner of the property on Silverton Road <br />and it should be shared with the adjoining <br />property. The other one will be allowed in the far <br />southwest corner of the property on Hollywood <br />Drive. <br />Construction of improvements on the property shall <br />not block historical or naturally occurring runoff <br />from adjacent properties. Site grading shall not <br />impact surrounding properties in a negative <br />manner. <br />Marion County Fire District #1 (MCFD1) commented that any proposed <br />development must comply with apparatus access and address <br />standards. <br />The City of Salem recommends denial of the application for the <br />following reasons: <br />1. The Comprehensive Plan designation on the property <br />is Multi -Family Residential, as well as areas <br />northeast, south, east, and west (across <br />Hollywood). To the northwest is designated as <br />Community Service (Chemeketa Community College). <br />The closest area reserved for commercial is west <br />of Terra Drive. <br />Based upon the Salem Multi -Family Residential Land <br />Study (SMFRLS), the Salem Urban Area does not have <br />ZC/CPO1-1\ORDER - 4 <br />LUNDEEN <br />
