Applicant proposes redeveloping the subject property at some time <br />in the future to make more efficient use of the property, to <br />address traffic safety concerns (cut through traffic), and to <br />modernize facilities. Commercial Development Policy 3 is <br />satisfied. <br />Commercial Development Policy 4. Community shopping and service <br />facilities shall be located adjacent to major arterials and shall <br />provide adequate- parking and service areas. Land use regulations <br />shall include provisions for siting and development which <br />discourage major customer traffic from outside the immediate <br />neighborhoods from filtering through residential streets. <br />Silverton Road is a major arterial street. Applicant proposes <br />redeveloping the subject property in accordance with MCZO parking <br />and loading requirements. The parcel will be required to meet <br />those standards upon development. The customer base for the <br />current business is local. The parcel is too small to develop a <br />regional facility, so it is unlikely that traffic from outside the <br />area will filter through residential neighborhood: streets. <br />Commercial Development Policy 4 is met. <br />Commercial Development Policy 5. Unless the existing development <br />pattern along arterials and collectors commits an area to strip <br />development, new commercial development shall be clustered and <br />located to provide convenience goods and services for neighborhood <br />residents or a wide variety of goods and services for a market <br />area of several neighborhoods. <br />New development is not involved in this application. Commercial <br />use of the site is already in place, and commercial zoning and <br />activity already occur in the area. With perhaps the exception of <br />the small UD parcel to the east (containing an auto repair <br />service), the proposed change should not lead to a domino effect <br />where other property owners in the area also ask for commercial <br />zoning. Development Policy 5 is met. <br />Commercial Development Policy 8. Buffer strips from residential <br />uses shall be provided for all commercial development. <br />The MCUZO contains buffering requirements for commercial <br />development adjacent to residential uses. This policy is <br />satisfied. <br />Transportation <br />Transportation Policy 10. Traffic movement on arterial streets <br />should be facilitated by limiting or controlling access wherever <br />possible. <br />ZC/CP01-1\ORDER - 13 <br />LUNDEEN <br />
