Residential Development Policy 7. Provision shall be made for <br />multifamily housing in areas close to the city core, in clusters <br />around commercial, office, and public buildings or that have <br />convenient access to major transportation corridors. <br />The subject property fronts an arterial road, and is near CCC and <br />commercial development. Residential development policy 7 is met. <br />Residential development Policy 10. Residential areas shall be <br />protected from more intensive land use activity in abutting zones. <br />No residential and little potential residential (UD) land exists <br />north or west of the subject property. Property to the north is <br />separated from the subject property by Silverton Road, an arterial <br />street with a current 84' right-of-way and standard right-of-way <br />of 961). Property to the west is separated from the subject <br />property by Hollywood Drive, a collector street with a current 40' <br />right-of-way and standard right-of-way of 601. A small UD parcel <br />containing a car repair service is to the east, with all other <br />land to the east in commercial zoning. The RL zoned land to south <br />is currently developed with multifamily housing, and is separated <br />from the subject property by a fence. <br />No buffering is needed to the north, west and east because of <br />existing rights-of-way and nonresidential zoning. Buffering for <br />the residential use to the south can be increased by landscaping, <br />including a site obscuring vegetative hedge which will also offer <br />some sound buffering. Limiting the types of allowed uses through <br />application of a limited use overlay zone will serve to buffer <br />surrounding properties. With these conditions of approval, this <br />policy can be met with commercial use of the subject property. <br />Residential Development Policy 11. Subdivision and zoning <br />regulations shall provide opportunities for increased housing <br />densities, alternative housing types, alternative housing patterns <br />and reduced development costs. <br />Multifamily use of the subject property would allow for higher <br />housing densities. Commercial use of the property potentially <br />eliminates housing of any type or density, but the commercial use <br />here is preexisting. <br />Commercial development <br />The SACP commercial development goal is to maintain and promote <br />the Salem urban area as a commercial center for the Marion -Polk <br />County metropolitan area. <br />ZC/CPO1-1\ORDER - 11 <br />LUNDEEN <br />
