A lighting plan, showing how illumination of adjacent property and <br />the right of way will be avoided, will be made a condition of <br />approval. As conditioned, this policy is met. <br />Growth management <br />Growth Manaaement Policy 7. Within the Salem urban area . . . <br />commercial development shall be permitted only within the County <br />service districts or within the City of Salem where public sewer <br />and water services are available and other urban facilities are <br />scheduled pursuant to an adopted growth management program. <br />Exceptions to this policy may only be permitted if mutually agreed <br />to by the City and the appropriate County. <br />The subject property is within water and sewer service districts. <br />This policy is met. <br />Residential development <br />Residential goals and policies are examined in relation to this <br />proposal to help determine whether the land is viable for <br />residential development. <br />The residential development goal is to promote and encourage a <br />quality living environment and a variety of housing opportunities <br />for all income levels and an adequate supply of developable land <br />to support such housing. <br />Residential Development Policy 3. Residential uses shall be <br />located to: <br />a. Provide convenient and safe access. <br />b. Encourage the use of all facilities and services by <br />residents. <br />C. Avoid nuisances and hazards to residents. <br />d. Produce land use patterns that avoid unnecessary duplication <br />of facilities. <br />The tavern is a viable businesses and not likely to relocate or <br />be abandoned in the near future. This leaves no area available for <br />residential development. Safe and convenient access from Hollywood <br />Drive is feasible for residential development of the subject <br />property. The subject property is within water and sewer <br />districts, near Chemeketa Community College, and convenient to <br />commercial retail property.
