The Multi -Family Residential <br />designation is characterized by mixed housing types. <br />Commercial use is predominant in the commercial designation. <br />Multifamily residential may be included where appropriate. This <br />designation indicates commercial areas throughout the Salem urban <br />area that provide shopping and service opportunities for regional <br />shopping facilities, community and neighborhood shopping and <br />service facilities, convenience stores, commercial offices, and <br />specialized shopping and service facilities. Applicant proposal <br />is for a community and neighborhood shopping and service facility. <br />Community and neighborhood shopping and service facilities offer <br />a variety of goods and services. Neighborhood scale facilities <br />include convenience goods for neighborhood residents while <br />community scale facilities may include shopping goods for a market <br />area consisting of several neighborhoods. <br />The following SACP policies were examined in connection with this <br />application: _ <br />General development <br />General Development Policy 3. Economic growth which improves and <br />strengthens the economic base of the Salem Urban Area should be <br />encouraged. <br />Commercial designation of the subject property allows its <br />continued commercial use within the Salem urban growth area, <br />helping maintain Salem's economic base. <br />General Development Policy 7. Structures and their siting in all <br />commercial developments shall optimize the use of land. The <br />cumulative effect of new residential development in the Salem <br />urban area should average 6.5 dwelling units per gross acre of <br />residential development. Development should minimize adverse <br />alteration of the natural terrain and watercourses, the potential <br />for erosion and adverse effects upon the existing topography and <br />soil conditions. <br />Under MCUZO 27.05(c), the subject 0.97 acres could be developed, <br />under the one dwelling unit per 1,500 square feet of lot area <br />standard, with approximately 29 units. Buildings and improvements <br />already occupy most of the site. Unless the current improvements <br />are razed, this policy cannot be met for residential use of the <br />property. <br />The subject property is flat, and contains no identified <br />watercourse or special soil conditions.
