1.0 INTRODUCTION
These plans and specifications describe the proposed onsite wastewater treatment system(OWTS)
expansion to serve the East Salem Seventh-Day Adventist Church(Church) located at 5575
Fruitland Road NE, east of Salem (Marion County), Oregon (T7S,R2W, Section 21 CC, Tax Lot
3300) (Site). This submittal, along with any changes required by Marion County Building
Inspection in their plan approval letter or permit will constitute the approved plans and
specifications for construction of the system.
2.0 PROJECT ROLES
• East Salem Seventh-Day Adventist Church(Owner)—Primary point of contact for
coordinating access, power supply, private utilities (known and discovered), disposition of
excess soils,etc.
• Installation Contractor(Installer)—Responsible for installing the components outlined in the
plans and specifications and coordinating inspections with Designer, as outlined in
subsequent sections of this document.
• Marion County Building Inspection(Regulator/Inspector)—Responsible for reviewing the
plans, administering the permit, inspecting the system, addressing regulatory questions, and
system certification.
• Valley Science and Engineering(Designer)—Primary point of contact for questions related
to the work outlined in this package.
3.0 SYSTEM COMPONENTS
A&B Septic performed an existing system evaluation in May of 2023, documenting that the
existing drainfield serving the Church had been damaged and determined that only 10 linear feet
(LF) of tile drainfield remained in service. Marion County performed a formal site evaluation as
part of a major repair in July of 2023 to assess septic feasibility of the soils in the northwest
vicinity of the Site to accommodate up to 250 parishioners at 5 gallons_per day (gpd)per person
plus the filling/evacuation of a 717 gallon baptismal font for a design (peak) flow of 1,967 gpd.
In consideration of the prescriptive sizing of available treatment technologies and limited area
for drainfield, surge dosing is being employed to buffer peak flows so that discharge to an
advanced treatment technology (ATT) system and drainfield do not exceed a design flow of
1,500 gpd. The soils in the area were classified as group C requiring an ATT(treatment standard
1) and equal distribution sized at 50 LF per 150 gpd.
The drainfield will consists of seven trenches of varying lengths that will receive a proportional
amount of flow via pressure-assisted(Hydrosplitter) equal distribution.
The drainfield dosing tank will contain an alternating duplex pump assembly to convey effluent to
the drainfield on a demand-dose basis. The new repair drainfield will consist of 530 LF of soil
absorption trenches divided into 7 trenches. Each trench will be equipped with a monitoring port at
the distal end to enable easy access to assess the hydraulic conditions.
Valley—Albany,OR East Salem Seventh-Day Adventist Church I P&S
Doc:2023240054 East Salem Church PS.docx November 2023 I Page 1
