Attention Pronertv Owner: A land use proposal has been submitted for property near where you live or near property you own <br />elsewhere. State law requires that the county notify property owners within a certain distance from this property. The proposal and <br />address of the property is described in the "Application" section below. The decision in this case does not directly affect the zoning or <br />use of your property. If you object to the decision, refer to the "Appeal" section. If you have questions, contact the staff person listed <br />at the end of this report. <br />NOTICE OF DECISION <br />SUBDIVISION CASE 21-002 <br />APPLICATION: Application of Jason Carlile, Pamela Carlile, Galen Carlile, and Maijorie Carlile to subdivide 20.49 <br />acres into seven lots in an AR (Acreage Residential) zone located at 3915 Cloverdale Drive SE, Turner. (T9S, R2W, <br />Section 6B, Tax Lots 500, 501, and 502). <br />DECISION: On February 22, 2022, the Marion County Planning Commission GRANTED conceptual and detail <br />approval to subdivide the subject property into 7 lots subject to the conditions identified in the following Conditions of <br />Approval. <br />EXPIRATION DATE: This subdivision approval is valid only when exercised by March 17, 2024. The effective <br />period may be extended for an additional year subject to approval of an extension (form available from the Planning <br />Division). Additional extensions may not be granted if the regulations under which this decision was granted have <br />changed since the original approval. <br />This decision does not include approval of a building permit. <br />CONDITIONS OF APPROVAL: <br />1. Prior to recording the final plat, the applicants shall obtain a septic site evaluation on each undeveloped parcel and <br />an existing site evaluation on the developed parcel. <br />2. The applicant shall submit documentation satisfactory to the Marion County Surveyor accomplishing the final <br />subdivision plat. The applicant is advised that a plant service report from a title company must be submitted with <br />the final mylar. <br />3. Public Works Land Development Engineering and Permits Division (LDEP) will not approve the final plat for <br />recordation until the following conditions have been satisfied: <br />Condition A — Prior to Plat approval, design, permit and construct a Cloverdale Road gravel shoulder <br />widening improvement along the subject property frontage consisting of 5-foot wide x 8-inch deep <br />compacted crushed rock shoulder and relocating the existing roadside drainage ditch outboard of the <br />shoulder widening. <br />Condition B — Prior to plat approval, design and construct a 20-foot wide private all-weather access road <br />in substantial conformance with approved engineering plans as certified by the Engineer -of -Record, tie- <br />in internal access from the parent dwelling to the aforementioned private road to be constructed, and <br />under an Access Permit and in conjunction with the Permit for shoulder work described under PW <br />Engineering Condition A, permanently close the existing Cloverdale Road access approach serving the <br />parent dwelling and pave the shared access easement approach connection to Cloverdale Drive with hot <br />mix asphalt. <br />Condition C — Prior to plat approval submit a stormwater attenuation plan for review and approval. If <br />the system as designed will serve two or more parcels in aggregate, then it shall be constructed prior to <br />plat approval. If addressed as an individual parcel exfiltration system, then a template design shall be <br />provided, and each system shall then be constructed in conjunction with its respective dwelling, with <br />said exfiltration system to be completed prior to issuance of a Certificate of Occupancy. <br />
