The subject property is within the Salem Urban Growth Boundary (UGB) and designated Multi <br />PARKS <br />Family Residential in the Salem Area Comprehensive Plan (SACP). The parcel's current UD <br />PLANNING <br />(Urban Development) zoning is under the jurisdiction of Marion County. <br />SURVEY <br />2. The property is located on the west side of 45th Avenue NE approximately 370 feet north of <br />Silverton Road. Three parcels are included in this proposal with the following addresses: 3605, <br />3625, and 3635 45th Avenue NE. There is a dwelling and accessory structure at 3625 45th Avenue <br />NE and accessory structures at 3635 45th Avenue NE. The southernmost parcel is undeveloped. <br />3625 and 3635 45`h Avenue NE are described in their current configurations in deeds going as far <br />back as March 22, 1973. The property addressed as 3605 45th Avenue NE is described in its current <br />configuration in deeds going as far back as October 27, 1976. All three parcels are considered <br />separate, legally created parcels for land use purposes. <br />3. The subject parcel is bordered on the north by land within the RM (Multiple Family Residential) <br />zone which was subject of a zone change in 2006 and is developed with five apartment buildings. <br />Parcels to the east are zoned RL (Limited Multiple Family Residential) and in residential use. The <br />parcel to the south is zoned UD and is developed with a church. The parcel to the west is zoned IG- <br />LU (General Industrial -Limited Use) and is developed with a pallet manufacturing business. <br />4. The applicant proposes to change the zone from UD to RM (Multiple Family Residential) on a <br />total of 1.91 acres in order to develop the property with three multi -family residential buildings. <br />The site plan indicates that the proposed development of the subject property will continue the <br />development pattern and parking layout established on the property to the north of the subject <br />property. <br />5155 Silverton Rd.
