<br /> <br />MARION COUNTY PLANNING DIRECTOR’S OUTDOOR MASS GATHERING REPORT <br /> <br /> <br />Application of Whitewind Productions, LLC ) Case No. MG09-001 <br /> ) <br /> <br />APPLICATION <br /> <br />Application of Whitewind Productions, LLC for an outdoor mass gathering permit, on property owned <br />by Nancy White, Ivan and Efrosinia Alagoz, Stephen and Betty Mead, Betty Scharback, and Hector <br />and Norma Perez in an EFU (Exclusive Farm Use) zone located at 6118, 6238, 6278, and 6347 Mt. <br />Angel Highway NE, Silverton. (T6S; R1W; Section 28D; tax lots 500, 600, 700, 800, 900, 1000) <br /> <br />BACKGROUND <br /> <br />The Marion County Planning Division has reviewed the above-referenced application and offers the <br />following comments: <br /> <br />1. The properties are located on the east side of Mt. Angel Highway approximately 500 feet north <br />of Pine Street and contain a total of 39.11 acres consisting of six tax lots. <br /> <br />2. Surrounding properties consist of various sized parcels in farm use and zoned EFU to the north, <br />east, and west. Land to the south is zoned AR (Acreage Residential) and in rural residential <br />development. <br /> <br />3. The applicant is requesting to conduct Canterbury Renaissance Faire as a small mass gathering <br />event. According to information submitted with the application: a) sound amplification will be <br />used; b) alcohol will be available; and c) fireworks will not be used or shown <br /> <br />AGENCY COMMENTS <br /> <br /> <br />Comments on the subject application received from various governmental agencies are summarized <br />below. The full comments can be reviewed in the planning file. <br /> <br />4. Marion County Department of Public Works Land Development and Engineering comments as <br />follows: <br /> <br />?? <br />Applicant shall delineate the Mt. Angel Hwy entrance onto 6118 Mt. Angel Hwy NE by <br />striping the edges of the access at a width of 20 feet. The existing usable width is <br />approximately 17 feet. An additional 3 feet of width shall be provided on the north side <br />of the existing access. This delineation shall extend from Mt. Angel Hwy for a distance <br />of at least 100 feet onto the property. The stripe shall be white and shall be at least 4 <br />inches wide. The marking material may be lime or other non-permanent material for <br />marking non-hard surface areas. <br /> <br />?? <br />Applicant shall confer with MCPW Traffic Engineering Section on sign size details and <br />placement for those signs related to event traffic. No signs shall be placed in a manner <br /> 1 <br /> <br />
