Marion County Class Specification BulletinPage of <br />>>> <br />legislative and federal delegations, testifies and writes letters of support/opposition at board <br />direction. Works with the Association of Oregon Counties and other statewide organizations on <br />legislative issues important to counties. <br />4.Coordinates the County's federal lobbying agenda, including issue identification, legislative and <br />administrative rule analysis, and policy brief development, manages the procurement and <br />contracting processes for selection of a federal lobbying firm. Responsible for coordinating and <br />managing federal grant applications, funding appropriations, and reporting requirements. <br />5.Assists the Board of Commissioners and the Chief Administrative Officer in developing and <br />defining county policy and position papers. Prepares comprehensive reports and presentations; <br />recommends the implementation of new/revised policies, system procedures, or organizational <br />changes. <br />6.Conducts project and organizational studies that may require coordination with external <br />organizations and agencies and reports findings to Board of Commissioners, and Chief <br />Administrative Officer. Organizes, facilitates, and participates with county departments and <br />external agencies to identity needs, evaluate services, establish objectives, and provide final <br />reports to the Board of Commissioners. <br />7.Attends Board meetings when appropriate; assists in the preparation of meetings and work <br />sessions for the Board of Commissioners including: BOC planning agenda, BOC session, <br />management update, work sessions, and other proceedings. <br />8.Acts as lead on complex initiatives, studies, and projects and provides support and direction to <br />other Policy Analysts. <br />9.Works in a collaborative manner with appointed and elected officials on specific assignments; acts <br />as a Board liaison to departments to facilitate meeting agendas and proper documentation. <br />10.Participates in and facilitates the development and implementation of countywide strategic <br />planning, goal setting, performance measurements, and other board initiatives. <br />11.Performs other duties as assigned. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Graduation from a four-year college or university with major course work in public policy, public <br />administration, business administration or a closely related field; <br />2.Four (4) of progressively responsible experience in management or policy analysis and <br />development for a governmental organization, which includes (2) years in the specific specialty <br />field for which we are recruiting (i.e. governmental relations, public policy, economic development); <br />3.Any satisfactory combination of experience and training that demonstrates possession of required <br />knowledge, skills, and abilities. <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Knowledge of: the principles and practices of public administration; organization and management <br />practices as applied to the analysis and evaluation of policies, procedures, and public processes and <br />issues; research methods and techniques; performance based outcomes; county and departmental <br />policies and procedures; municipal government, state statutes, administrative rules and the legislative <br />process. <br />Ability to: investigate and analyze administrative and budgetary problems and develop <br />recommendations; communicate and interact on a professional basis with elected officials, department <br />heads, and county staff; identify issues impacting county policies or positions; interpret and apply <br />complex policies and procedures; coordinate the priorities and activities of elected officials; assist in <br />budget preparation; communicate effectively in both written and oral form; maintain effective relationships <br />with elected and appointed officials, coworkers and the general public from diverse groups and <br />backgrounds. <br />Must be able to work independently and in a team setting. <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/4/2020 <br /> <br />
