Marion County Class Specification BulletinPage of <br />>>> <br />2.Serves as a consultant and expert for the organization on highly significant matters related to <br />PERS/OPSRP payroll reporting, including technical programming. <br />3.Responsible for broadly assessing the costs, benefits and or risk of decisions made by PERS <br />legislature as it relates to payroll reporting. This may include retroactive legislation or policy <br />changes by PERS. <br />4.Full working knowledge of the PERS Editor application due to programming constraints. Expert <br />understanding of the PERS EDX programming functionality in relation to accurate and timely <br />reporting and invoicing of the biweekly payroll cycles. <br />5.Responsible to provide information to PERS regarding, member data verification on members <br />including, employment history, salary details, sick leave balances, disability forms, USERRA <br />information, etc. <br />6.Takes the lead during periodic on-site PERS Compliance Reviews. <br />7.Works with county management, elected officials, and other employees to resolve payroll issues <br />requiring a high degree of professional judgment. <br />8.Backs up Finance Accounting Manager in the daily activities of central payroll functions as needed. <br />Works closely with Finance Manager on special projects such as bargaining impact analysis, data <br />reports and system and payroll process development. <br />9.Required to work closely with Finance; HR; Benefits; Risk; and departmental personnel due to <br />highly integrated nature of payroll processing flow. <br />10.Applies thorough knowledge of automated payroll system, and all system windows, in preparing <br />biweekly payroll. Performs biweekly audits for accuracy of payroll processing. <br />11.Audits payroll tax deposits for accuracy and timeliness; completes payroll related tax reports; <br />balancing spreadsheets for review; sign off and submittal by the Finance Manager. Includes, <br />federal, state and local quarterly and annual reporting. <br />12.Performs complex payroll balancing adjustments for employee W2 processes. <br />13.Ensures payroll taxes via gross to net; GRE; Federal and State Tax Remittance, all quarterly 941, <br />Oregon quarterlies etc., balance for the year before year end processing of employee form W-2's. <br />14.Assists employees and departments in resolving payroll concerns and responds to representatives <br />from other agencies on payroll issues. <br />15.Super User to Marion County Time Entry application. First point of contact for time entry system <br />problems or failures. <br />16.Participates in the specification, review, testing, and implementation of system HRIS/Payroll <br />system upgrades and re-implementations; recommends technical solutions from the business user <br />perspective; and develops and maintains training material for end business users for payroll <br />resource processes. <br />17.Maintains opening of future pay periods and dates; a variety of rates including MCLEA Union dues, <br />unemployment percent, LTD ER liability, eight different components of the PERS rates; PERS OT <br />Average OT annual update; 401k table value limit changes. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Bachelor's degree from an accredited college or university with major course work in accounting, <br />business administration or a related field; AND <br />2.Eight (8) years of responsible experience in the field of payroll (Four (4) years of which must be in <br />a medium-sized or large governmental payroll unit with responsibility for PERS/OPSRP <br />administration or other related retirement benefits administration, and one year of which have <br />included a lead work capacity.); OR <br />3.Any equivalent combination of experience, education, and/or training relevant to the position. <br />SPECIAL REQUIREMENTS <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/4/2020 <br /> <br />
