Marion County Class Specification BulletinPage of <br />>>> <br />2.Hires and directs all levels of clerical support and administrative staff of approximately 10 or more <br />employees; prepares performance evaluations; recommends and administers progressive <br />discipline; conducts and/or facilitates staff training and development programs. <br />3.Researches, recommends and implements technical and/or administrative revisions to office <br />systems, procedures and policies; interprets laws, grant requirements, regulations, policies and <br />departmental procedures to the public and other staff. <br />4.Assists in preparing and updating division and/or departmental budgets; monitors office <br />expenditures, billings and the transmittal of division funds. May oversee or perform purchasing, <br />accounting, and inventory control functions or systems. <br />5.Serves to facilitate discussions between professional/technical and administrative staff in resolving <br />conflicts and maintaining efficient office procedures and systems. <br />6.Analyzes and recommends improvements to existing facilities, equipment, data processing <br />resources and operating systems of the division or department. <br />7.Performs a variety of complex studies and technical tasks for assigned programs requiring detailed <br />analysis and technical expertise in the area of assignment and independent judgment to complete <br />assignments and reports. <br />8.Assists in the development and implementation of division and/or department program goals, <br />objectives, procedures and long range planning. Develops, recommends and implements policies, <br />procedures and office systems. <br />9.Researches and remains current on legislation, legal requirements and ordinances affecting unit <br />operations and interprets information to advise staff or subordinates of any applicable changes in <br />procedures to reflect revised legal requirements. <br />10.Investigates and directs the resolution for public inquiries, problems or complaints. Responds to <br />the most sensitive, technical or complex inquiries and recommends corrective action as necessary <br />to resolve complaints. <br />11.May be required to supervise staff at several different locations requiring the ability to drive <br />personal or county vehicle. Performs other related duties as assigned. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Bachelor's degree in business administration, management or other related field; AND <br />2.Three (3) years of progressively responsible experience in an office environment; including one (1) <br />year in a supervisory, leadership, or coordination capacity related to the position, such as training, <br />scheduling and reviewing work, providing guidance and technical expertise to others, providing <br />input on performance evaluations and making recommendations in the hiring process, OR <br />3.An equivalent combination of experience and training that will demonstrate the required knowledge <br />and abilities is qualifying. <br />SPECIAL REQUIREMENTS <br />Must possess, or obtain within 30 days of hire, a valid Oregon driver's license. <br />> <br />Must possess, at time of hire, and maintain an acceptable driver's record. <br />> <br />KNOWLEDGE, SKILL AND ABILITIES <br />Thorough knowledge of: standard office administration practices, procedures and techniques; thorough <br />knowledge of principles and practices of supervision; ability and skill to set work priorities, train, direct, <br />motivate and evaluate the work of assigned staff; knowledge of the fundamental principles and modern <br />practices of office administration including those related to management, personnel, budget analysis, <br />accounting and fiscal practices. <br />Thorough knowledge of and ability to: use business English, including composition, spelling, grammar, <br />punctuation and letter formatting; excellent oral communication skills to work and maintain professional <br />and effective work relationships with the public, staff, clients and general public by using courtesy, tact <br />and good judgment; analyze and use independent decision making skills and discretion relating to the <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/4/2020 <br /> <br />
