Marion County Class Specification BulletinPage of <br />>>> <br />Inspection Specialty <br />1.Inspect minor roadway surfacing and grading work or an assigned section of a major construction <br />project for adherence to standards and specifications; assists in the sampling and testing of <br />construction materials and in the inspection of bridges and other structures under construction. <br />2.Samples and tests concrete, soils, aggregates, and other construction materials; tests asphalt <br />concrete pavements, aggregate bases, and subgrade materials for compaction using a nuclear <br />densiometer. <br />3.Issues permits for construction of driveways, pipelines, and utilities in the road right-of-way; <br />inspects field work done by companies or agencies; works with permit holders to assure <br />compliance with permit conditions and requirements; maintains accurate permit files and <br />databases. <br />4.Inspects and rates existing pavements for environmental and load related distresses; submits <br />required reports and data. <br />5.Functions as a project coordinator for less complex projects in various stages of development in <br />support of project engineers and the capital project manager. <br />Traffic Specialty <br />1.Issues permits for special sign placements, and miscellaneous work performed in the public right- <br />of-way; issues removal agreements for structures placed in the right-of-way; works with permit <br />holders to assure compliance with permit conditions and requirements; reviews and assists in <br />developing traffic control plans for permitted work. <br />2.Uses and maintains the permit system and associated databases. <br />3.Assists in office and field studies of traffic volume, vehicle usage, and traffic distribution; sets up <br />and monitors traffic counters; takes manual traffic and turning movement counts; provides traffic <br />volume and miscellaneous traffic data to the public upon request. <br />4.Collects and files accident reports; compiles and summarizes accident data and maintains the <br />associated databases. <br />5.Investigates miscellaneous safety complaints, sign requests, etc.; measures sight distances; <br />provides miscellaneous graphics and mapping support, and files and organizes miscellaneous <br />traffic engineering work. <br />6.Performs a variety of office tasks including issuing permits, researching records for property and <br />right-of-way information, compiling and reviewing accident histories, providing information to the <br />public, miscellaneous hand and computer drafting, and filing and organizing traffic engineering <br />work. <br />Land Use Specialty <br />1.Issues permits for oversize/overweight vehicles and special events taking place on county roads. <br />2.Coordinates with county weighmasters in the area of transportation permits and size/weight <br />enforcement and provides support as appropriate. <br />3.Inspect driveway locations for compliance with County Standards. Review the area drainage and <br />need for a culvert and size the culvert accordingly. Issue the driveway permits. Coordinate the <br />permitting program with Building Inspection's Permits Plus program. <br />4.Issues permits for construction of less complicated pipelines and utilities in the road right-of-way; <br />inspects field work done by others under the permits; works with permit holders to assure <br />compliance with permit conditions and requirements; maintains accurate permit files and <br />databases. <br />5.Review all building permits to access system development charges in accordance with adopted <br />policy. Coordinate with the developer and/or owner as needed to obtain the appropriate <br />information.
