Marion County Class Specification BulletinPage of <br />>>> <br />2.Oversees, administers and manages the development and oversight of complex and sensitive <br />countywide contracts and competitive solicitation processes on behalf of the Board of <br />Commissioners, elected officials, and department heads. <br />3.Reviews, prepares, and oversees competitive solicitation processes including: pre-solicitation <br />conferences, facilitation of bid and proposal evaluations, final determinations regarding <br />responsiveness and responsibility of bidders/proposers and document appropriately, and assists in <br />bid protest resolution; public notice requirements; contract negotiations. <br />4.Administers special procurement processes; and exemptions for major purchases of professional <br />consulting services, information technology hardware/software, public improvement projects, <br />including alternative procurement methodologies, and complex public/private contracting <br />relationships, including review and analysis to ensure that solicitations and resulting contract <br />content, scope, provisions, and requirements protects the county's interest and does not impose <br />risk that may have significant countywide fiscal and/or operational impact. <br />5.Responsible for the review of all contracts over $100,000. <br />6.Reviews, analyzes and anticipates impacts of proposed and/or adopted federal and state <br />legislation for changes and impacts to the public contracting and purchasing rules; writes and <br />recommends amendments to the county's contracting rules, and policies and procedures to <br />minimize the county's risk and liability exposure; presents recommendations to the Board of <br />Commissioners for adoption during formal board sessions. <br />7.Exercises professional judgment and provides effective recommendations and guidance to <br />department heads and staff on contracts and purchases in accordance with legal, statutory, and <br />county policy and procedural compliance; reviews and signs off on all contracts within assigned <br />limits and parameters. <br />8.Advises, facilitates, and negotiates, on behalf of the county, with businesses, consultants, vendors, <br />and other governmental entities that scopes of work and project deliverables are clear and legally <br />enforceable. <br />9.Provides interpretation, clarification, technical, and functional expertise to all county elected <br />officials, appointed department heads, and staff on contracting and purchasing rules, regulations, <br />policy, procedures and ethics. Reviews statute when the rules are silent. Provides analytical, <br />technical, functional, and administrative assistance as requested by the Chief Financial Officer and <br />the Board of Commissioners' office. <br />10.Attends the Board's weekly planning session, as needed, to provide feedback and discuss agenda <br />item related to purchasing and contracting, including making recommendations for or against <br />contracts or procedures being proposed. <br />11.Develops and conducts training for county personnel in methods of contracts and procurement. <br />12.Administers the county's procurement card program; makes effective recommendations for all <br />elected official and department head purchases; ensures policies and procedures are followed and <br />works directly with elected official or department head to resolve issues. <br />13.Provides administrative and functional oversight for the Oracle purchasing module; designated as <br />the county's subject matter expert for Oracle purchasing module upgrades, interfaces and annual <br />patches; manages procurement card (PCard) and LaserFiche imaging systems, and the on- <br />line office supply purchases program; reviews and approves all purchase orders over $100,000; <br />participates on the county's Oracle project team. <br />14.Administers the county's emergency procurement process; and participates in the county's <br />Emergency Coordination Center. <br />15.Develops long-range goals, objectives, and process changes required to effectively manage the <br />county's contracting and purchasing program and to protect the county from risk and liability. <br />16.Performs other related duties as required. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Bachelor's degree in business or public administration, accounting, finance, or a related field; AND <br />2.Six (6) years of responsible experience in contract preparation and administration; including two <br />(2) years of experience in auditing complex contracts in the public sector; AND <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/3/2020 <br /> <br />
