<br />Marion County Class Specification BulletinPage of <br />>>> <br />Contracts and <br />Procurement Manager <br />Class Code: <br />008 <br />Bargaining Unit: 02 - Supervisory <br />MARION COUNTY <br />SALARY RANGE <br />$2,798.40 - $3,751.20 Biweekly <br />$6,063.20 - $8,127.60 Monthly <br />OVERVIEW: <br />FLSA: EEOC: Department: <br />Exempt02 ProfessionalsFinance <br />GENERAL STATEMENT OF DUTIES <br />Responsible for managing and administering a comprehensive countywide contract and procurement <br />program; provides professional and technical expertise, planning, design, implementation, and oversight <br />of county's contracting and procurement policies, practices, and processes. While providing leadership <br />and support to staff, develops and administers complex countywide contracts and procurement <br />processes that are highly visible and politically sensitive; manages the county's formal competitive <br />bidding processes, request for proposals, contract negotiations, and special procurement processes <br />involving significant countywide fiscal and operational impact. Incumbent ensures that county contracts, <br />procurements, and purchases comply with federal and state statutes, county contracting rules and <br />policies and procedures. <br />SUPERVISION RECEIVED <br />Works under the general supervision of the Chief Financial Officer who provides general policy guidelines <br />and evaluates performance through conferences and observation of results obtained. <br />SUPERVISION EXERCISED <br />Exercises full supervision over assigned personnel engaged in various activities related to financial <br />programs and services. Responsible for the selection of new personnel, provides for training, evaluates <br />performance, responds to complaints and recommends personnel transactions. May act in the capacity of <br />the CFO in his/her absence. <br />EXAMPLES OF DUTIES - DUTIES INCLUDE, BUT ARE NOT LIMITED <br />TO THE FOLLOWING: <br />1.Responsible for managing grants, contracts and procurement staff in developing a comprehensive <br />countywide contract and procurement program, including, but not limited to: competitive solicitation <br />processes, purchases, contracts, policies, best practices, standardization of documents and <br />business process improvements in a decentralized environment that are in compliance with <br />federal, state, and locale rules and regulations. <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/3/2020 <br /> <br />
