<br />Marion County Class Specification BulletinPage of <br />>>> <br />Chief Human <br />Resources Officer <br />Class Code: <br />183 <br />Bargaining Unit: 10 - Department Heads <br />MARION COUNTY <br />SALARY RANGE <br />$4,187.20 - $5,609.60 Biweekly <br />$9,072.27 - $12,154.13 Monthly <br />OVERVIEW: <br />FLSA: EEOC: Department: <br />Exempt01 Officials and Administrators Human Resources <br />GENERAL STATEMENT OF DUTIES <br />Provides executive leadership and management through planning, directing, and overseeing the <br />operations and programs of the Human Resources Department; delivers comprehensive human <br />resources, benefits, wellness, and volunteer management programs and services in alignment with the <br />strategic goals of the county; develops and implements department goals, objectives, and priorities. <br />Effectively manages a diverse workforce and administers a variety of programs and services. Directs the <br />county's collective bargaining processes; interprets and applies county policies and procedures in <br />accordance with county expectations and an enterprise approach; ensures county compliance with <br />federal, state, and local statues, rules and regulations. Provide highly responsible and complex <br />management analysis and support to the Board of Commissioners and the Chief Administrative Officer. <br />SUPERVISION RECEIVED <br />Works under the general supervision of the Chief Administrative Officer or designee, who assigns work, <br />establishes goals, and assesses performance through observation and evaluation of results obtained. <br />Works under the policy direction of the Board of Commissioners. <br />SUPERVISION EXERCISED <br />Provides direct supervision or oversees delegated supervision of all supervisory, professional, and <br />technical staff within the Human Resources Department. <br />EXAMPLES OF DUTIES - DUTIES INCLUDE, BUT ARE NOT LIMITED <br />TO THE FOLLOWING: <br />1.Responsible for developing, implementing, overseeing, and evaluating goals, objectives, policies, <br />strategies, procedures, methods, and performance measurements necessary for the effective and <br />efficient delivery of human resources, benefits, wellness, and volunteer programs and services. <br />2.Responsible for personnel administration, selects, manages, and evaluates department staff. <br />Assigns work, establishes timelines for work completion and periodically reviews work product. <br />Conducts performance evaluations, initiates and implements disciplinary actions as warranted; and <br />oversees staff training and development programs. <br />3.Ensures the provision of effective human resources programs and services by overseeing labor <br />relations, employment relations, employment law, training, coaching, recruitment, retention, <br />classification, and compensation and benefits.
