1.0 INTRODUCTION
This document summarizes the items essential to the routine operation and maintenance of the sewage
treatment system for the St.Innocent Winery and Tasting Room at 10052 Enchanted Way SE,Jefferson,
in Marion County,Oregon(Site).Detailed information on the design, sizing, layout, construction
techniques, and maintenance/monitoring requirements can be found in the supporting documents for the
Construction-Installation permit and the plans and specifications. All of these documents are available at
the facility under separate cover.
Appendix A is reserved for a copy of the Construction-Installation permit.Appendix B is reserved for
the"As Built" drawings of the completed system.Appendix C is reserved for information pertaining to
the control panel.Additional service information related to the FAST treatment system is included in
Appendix D. A list of suppliers, contractors, and other contacts is provided in Appendix E.
Although not specifically required by a Construction-Installation permit, the maintenance and
monitoring elements outlined in this manual are strongly recommended.Maintenance and monitoring
can identify and correct potential problems before they impact the long-term performance of the system
and to provide a basis of actual data to assist with design and permitting processes at such time as the
facilities maybe considered for expansion. An annual report on monitoring and maintenance for the
previous calendar year is required to be submitted to Marion County no later than January 15 of the
following year.Three tables and several forms have been developed to assist with the collection,
analysis, and documentation of the required and recommended information.
The Monitoring Calendar(Table 1)is intended for use in planning and scheduling monitoring and
maintenance activities. The Alarm Diagnosis and Troubleshooting Guide(Table 2)provides a list of
potential causes and corrective actions for alarm events. The Tank Inspection and Pumping Schedule
(Table 3)contains guidance for pumping the tanks based on measurements of accumulated scum and
- sludge.
2.0 BACKGROUND
St.Innocent Winery has a tasting room to accommodate guests for wine tastings and small events with
meals. The winery is expected to have a maximum capacity of 150 visitors per day during the peak
tasting season. Special dinner events may involve as many as 40 guests. Along with eight employees, the
base design flow for a peak day is 1,170 gallons. As proposed, the drainfield has a design capacity(peak
day)of 1,350 gallons per day(gpd)and the treatment system has a design capacity of 1,500 gpd.The
peak flow limit for the system, as designed,is 1,350 gpd, which is 180 gpd larger than the stated basis
and allows for several more tasters and/or somewhat larger dinner events than currently anticipated.
The system includes an assembly of tanks, a treatment system, and drainfield. The primary treatment
system consists of a 1,500-gallon kitchen septic tank and a 1,500-gallon primary septic tank,in parallel.
The effluent from the two septic tanks flow into a common gravity effluent sewer pipe for transfer to the
proposed surge dosing tank and treatment system. An existing 1,000-gallon septic tank serving a log
structure(former house-not intended for occupancy)is plumbed to feed into the common effluent sewer
line.A 1,500-gallon surge-dosing tank contains a duplex screened pump assembly to convey effluent to
the advanced treatment system in small doses around the clock. The treatment system is a MicroFAST
1.5 housed in a 2,000-gallon tank.Treated effluent flows to the drainfield by gravity from the treatment
system. The drainfield contains 450 linear feet of soil absorption trenches, consisting of five 90-foot
trenches aligned on the contour in a serial distribution configuration. Each trench is equipped with a
CES-Albany,OR St.Innocent Winery and Tasting Room 0&M Manual
Doc:2018240028 St.Innocent Winery OM BTR May 2018 1 Page 1
