Marion County Class Specification BulletinPage of <br />>>> <br />5.Prepares and administers department and/or task force budgets; analyzes and makes <br />recommendations on budget requests and prepares supportive documentation; monitors and <br />controls program budget expenditures and investigates variances; audits accounts to ensure <br />compliance. <br />6.Interprets pertinent laws and governmental and departmental regulations to the public in person <br />and through correspondence; resolves difficult public relations problems. <br />7.Provides community interface, representative to interagency committees, liaison with state <br />agencies, develop partnerships and market services. <br />8.Designs and performs cost/benefit analyses and other studies on proposed new projects and <br />services; represents the Health and Human Services Department through active participation with <br />community groups and organizations to improve the development of community health systems. <br />This involves representing the department at the county, regional and state level with both public <br />and private sector participants and organizations. <br />9.Confers with department head and other employees, teams and contractors to develop plans and <br />to resolve difficult points of law and procedure. <br />10.Conducts evaluation studies of contractor organizations or county programs and presents results <br />orally and in written reports. <br />11.Takes a lead role in development, implementation, of program strategic plan, including measurable <br />outcomes and timelines. Reports on plan progress to demonstrate accountability to County, <br />Department and community stakeholders. <br />12.May conduct grant writing for specific departmental programs. <br />MINIMUM REQUIREMENTS: <br />EXPERIENCE AND TRAINING <br />1.Masters Degree in public health, public administration, social/behavioral sciences or other health <br />related field; OR <br />2.Bachelor's degree in public health, public administration, social/behavioral sciences or other health <br />related field; AND <br />3.At least two (2) years experience in a related field as a supervisor or lead worker with <br />responsibilities such as program management/coordination, independent research, design and <br />methodology, management analysis, facilitating group process, and budgetary and contracting <br />processing in behavioral and/or public services; OR <br />4.Any satisfactory equivalent combination of education, training, and/or experience relevant to the <br />position. <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Knowledge of: the principles and practices of public administration and of the principles of sound <br />organization and management; knowledge of, and ability to apply, various county and state rules and <br />laws relating to government contract procedures; financial principles and practices in local government <br />and of budget preparation and administration techniques; organizational processes and design; <br />Ability and skills to: prepare and present recommendations and fiscal impact on complex issues; prepare <br />budgets and evaluate budgetary studies; effectively coordinating and facilitating group process; <br />communicate effectively in both oral and written form; form partnerships and collaborative working <br />relationships with community organizations; establish and maintain effective working relationships with <br />contractors, employees, agencies and the public. <br />ADOPTED: <br />10/99 <br />REVISED: <br />https://agency.governmentjobs.com/marion/default.cfm?action=specbulletin&ClassSpecID=...8/3/2020 <br /> <br />
