MEETING PROCEDURES DESIGNED TO BE CONVENIENT TO THE CITIZENS <br />The City Council has revised meeting procedures to provide consideration of issues of significant importance to citizens in ~ <br />a convenient manner. In many cases, those attending Council meetings desire to participate in various public hearings. In <br />cases where resolutions relate to the particular hearing, these legal instruments are considered immediately after the ~ <br />hearing when appropriate. Normally, these public hearings are on various capital improvements and matters of zoning <br />and land development. <br />PUBLIC HEARINGS <br />The Mayor will announce when the public hearing is open. The Mayor will first ask for staff review, then ask those in favor <br />to speak and then those opposed. If you have signed up to speak, come forward to the rostrum in front of the Council. <br />State your name and address. When you have finished speaking, the Mayor will ask the Council if there are any questions <br />of you, so please remain a moment before you return to your seat. Time limits for speaking on zoning and land use <br />matters are as follows: <br />1. Proponents case - 15 minutes <br />2. Others in Favor - 5 minutes per person <br />3. Neighborhood Organizations - 10 minutes <br />4. Appellants case (if other than a proponent) - 15 minutes <br />5. Others Opposed- 5 minutes per person <br />6 Rebuttal - 5 minutes <br />The time limit for speaking on other matters is generally 3 minutes per person. <br />TO SPEAK ON MATTERS OTHER THAN THOSE SCHEDULED FOR PUBLIC HEARINGS <br />"Appearance of Interested Citizens" <br />These are the times designated on every Council agenda for questions or statements by persons in the audience on any <br />item of City business, including those items appearing on the agenda, except public hearings, deliberations and the merits <br />of land use issues that are reviewable by Council at public hearings. You will be invited to come forward in a manner <br />similar to that prescribed for public hearings and make any statement you wish. Remarks should be limited to three <br />minutes (light will come on when time has expired). Time will be provided at the end of the meeting for comments or <br />questions on communications to be referred to staff or received and filed, and issues not on this agenda. <br />THE COUNCIL CALENDARS <br />Sections of the agenda designated as "calendars" of communications, resolutions, reports, etc. These calendars are <br />established to enable action by the Council on the entire list by one motion. This procedure is designed to save time for <br />hearings and discussion of other important policy matters. In certain cases when specific discussion must be devoted to <br />an item on the calendar, members of the Council will request that item be removed from the calendar and discussed and <br />acted upon individually. <br />TO GET ITEMS ON THE AGENDA <br />All communications and matters to appear on the Council agenda must be submitted to the City Recorder by noon on <br />Monday prior to the Monday of the Council Meeting. If you have some item you wish to bring before the City Council in the <br />future, you are encouraged to mail or bring a written communication to the City Recorder, 555 Liberty St. SE, Room 205 <br />East Second Floor, City Hall, Civic Center, prior to the deadline. <br />SPECIAL ACCOMMODATION ~ <br />Those individuals needing special accommodations such as sign or other language interpreters to participate in the <br />Council meeting must request such senrices at least 24 hours prior to the meeting. Please direct your request to the City <br />Recorder at 588-6097 (voice) or 588-6009 (TDD). Equipment for the hearing impaired is available upon request to the City <br />Recorder. Re~. ouo~vs <br />
