6. DELIBERATIONS OF PREVIOUS PUBLIC HEARINGS : No public testimony <br />or written communications from the public are accepted for Deliberation <br />items. <br />(a) Proposed Design Guidelines and Standards for the <br />Downtown Core Area Development - Introduced by Mayor <br />Swaim • <br />Note: A staff report and the case file from Community <br />Development are included in the packet <br />Recommended Action: Staff recommends that Council adopt <br />the staff recommendation contained in the 9/28/98 staff <br />report with the following revision to Historic Core <br />Standard El (additions are underlined, deletions are by <br />strike out): Standard E1 - New Buildings shall <br />include a base course and a cornice. The base course <br />shall align with either the kickplate or sill level of <br />the first story. The cornice shall terminate or cap <br />the top of a building wall, and may project <br />horizontally from the vertical building wall plane. <br />. (New Addition) Standard E2 - When <br />the first storv facade of an existina buildina <br />(measured from around level to fourteen feet above <br />ground) is modified bv more than 30 percent of total <br />first storv face area, the entire facade of the <br />buildina shall be returned to its orictinal appearance. <br />Oriainal appearance means the use of architectural <br />details and materials consistent with those available <br />when the facade was oriainallv constructed. <br />Public hearing held 9/28/98 <br />Deliberations continued from 10/5/98 <br />11 <br />
