Courthouse Square <br />A Marion County/Sa1em Area Transit <br />Joint Development Project <br />MEMORANDUM <br />TO: Richard Hayden, Urban Renewal Administrator <br />FROM: Randy Curtis, Administrator i~ ~ <br />SUBJECT: Joint Committee Presentation (Courthouse Square) <br />Date: July 15, 1998 <br />~ Thank you for coordinating a joint presentation to the Downtown Parking and Development <br />Advisory Boazds. As the design and budget for Courthouse Square nears completion, it is essential <br />that we finalize the elements relating to parking and streetscape. <br />Our presentation on July 23`d will focus on four issues. They are: <br />A proposed on-street parking plan including replacement parking for the area <br />currendy occupied by the transit station. Although we recognize the city has fmal <br />approval, we offer a proposed plan reflecting a net increase of 20 spaces. <br />2. A streetscape plan for the four block faces surrounding Courthouse Square. <br />The north block face (Chemeketa St.) would most likely be developed on a later <br />schedule because of private development opportunity for that portion of the block. <br />A streetscape budget for the project. Although early estimates indicated the <br />budget request may be reduced to $1.4 million, our presentation will request the full <br />$2 million conditionally allocated by the City Council. We anticipate taking our <br />official request for funding to the Council in September. This presentation will <br />allow staff and the committee the opporlunity to view our proposal, identify what, <br />if any, additional information is needed before the package is submitted to Council. <br />4.
