~ 6. VOTING. All action by the owners shall be taken after unanimous vote. he calling and <br />conducting of ineetings of the Association of Unit Owners and the exercise of vo ~ng rights shall <br />be controlled by Articles II and III of the Bylaws. If one owner desires to take a p ticular action <br />and the other owner will not agree, the matter shall be submitted to the dispute res lution process <br />described in Article XVI of the Bylaws. ; <br />7. USE OF PROPERTY. <br />7.1 General. Each Office Unit is to be used only for governmental o fice purposes, <br />including without limitation administrative offices, and, with respect to Units owne by the Salem <br />Area Mass Transit District, passenger waiting rooms, ticket sales office, break om and other <br />transit related uses. The Mall Unit is to be used for transit related purposes. The common <br />elements shall be used for the furnishing of services and facilities for the enjoym nt of the Unit <br />owners, their employees, invitees, guests and agents. Additional restrictions and egulations are <br />set forth in the Bylaws and rules or regulations adopted pursuant to the provisions o~f the Bylaws. <br />7.2 Use of Hearing Room. The general common element Hearing Room c~epicted on the <br />plat shall be used for appropriate governmental hearing and meeting purpose . The parties <br />recognize that it will be necessary to cooperate in scheduling their respective use f the Hearing <br />Room. Additionally, the parties anticipate that the Hearing Room will be used by t e Unit owners <br />in proportions different from their respective ownership and use of other ge eral common <br />elements. Anything in the Declaration or I ylaws to the <br />contrary notwithstanding, no Unit owner shall place or suffer to be placed upon st~Ch Unit or the <br />common elements any lien, mortgage, trust deed, contract, security interest or otheri hypothecation <br />or interest of any kind without the unanimous consent of Unit owners. ' <br />8. BYLAWS: ASSOCIATION: MANAGEMENT <br />8.1 Adoption of B, 1~~. In behalf of the Association, the Declarant herleby adopts the <br />Bylaws attached hereto as Exhibit "A" to govern the administration of the Cond~minium. The <br />Bylaws shall be effective upon the execution and recording of this Declaration. ; <br />8.2 Association of Unit Owners• Membership. Pursuant to the autho~'ty granted in <br />ORS Ch. 190, each owner of a Unit in the Condominium shall be a member of t Association, <br />and membership therein shall be limited to Unit owners only. The Association o Unit Owners, <br />which shall be organized upon the recording of the Declaration and Bylaws, shall se e as a means <br />through which the Unit owners may take action with regard to the administration, m nagement and <br />operation of the Condominium. The Association of Unit Owners shall be an nincorporated <br />association, subject in certain respects to Chapter 190 of the Oregon Revised Stat tes, unless the <br />Association, upon majority vote, chooses to incorporate under the nonprofit corp ration laws of <br />the State of Oregon.
