advise them they will be asked to brief SPOC face-to-face; and update where the project is currently. <br />David Hartwig expects to have all three reports back from Centurywest on environmental issues <br />~ and will provide copies to bond counsel at that time. <br />1. 1:30 p.m. meeting today with City/staff <br />John Whittington and Billy Wasson will be meeting with city staff this afternoon at 1:30 p.m. on <br />the parking issue. Staffwas asked what areas do we need to cover with the city regarding parking. <br />A. Review the chamber response document. <br />B. Get city concunence and/or areas they don't concur <br />C. City and the 66 stalls <br />D. Marion Pazkade cl~cation - Itandy Curtis mentioned there may be opportunity available <br />for county to lease blocks of parking space at market rates from the city. <br />E. What are their requirements vs. wa.nts or desires <br />F. City interpretation of transportation rule <br />2. Review of SPOC data requests <br />Billy Wasson handed out a copy of an email received from 7ustice Peterson in response to an Action <br />Plan on SPOC Interim Report Information Needs that he prepazed. It was suggested that the <br />information be presented in two packages: send in what is complete now and advise when the rest <br />~ of the data will be done. SPOC will not schedule another meeting until given notice all <br />documentation is complete. <br />The feasibility study done in 1996 will be available to send to SPOC next week. Randy Curtis can <br />address the portions that he was responsible for, but bond counsel will need to be there to address <br />the other portions. <br />Another copy of Randy Curtis's proforma analysis was handed out. He made a few changes to the <br />report after reading the SPOC report to address issues they brought up that were not covered in the <br />first draft. This will be a report from staff and the title will change to more closely reflect SPOC's <br />request: Analysis of Marion County Courthouse Square $1.30 Rental Rate. Transit will provide <br />a copy of a similar report done on Transit's Operating and Maintenance (O&1Vn costs, which was <br />adopted by their board at the last meeting. Both documents will be given to Sheryl for mailing the <br />first of ne~ week. <br />Ken Roudybush had a question for Craig Lewis regarding his handout on Correlation between <br />amount borrowed and annual debt service. Ken had done a simplistic calculation to test the results <br />in the memo and his results did not come out the same as Craig's. R.G. also had a question <br />regazding the statement showing county rent at slightly less than $1.24, and everything else reflects <br />$1.30. Billy went through budget in board session and used it to demonstrate it may be feasible <br />to achieve the $1.20 goal. This is a fundamental issue that needs to be correct. Ken and Craig will <br />work this issue as it will need to pass both tests for the simplistic approach and technical one as well. <br />~ <br />Page 2 of ~ <br />
