Melvin Mazk Update Proforma <br />The following documents were handed out at the beginning of the meeting: <br />1. Use of Lottery Funds for Courthouse Squaze Project memo to Community Development <br />from Mike Hansen, Legal Counsel. <br />2. Correlation between amount borrowed and annual debt service by Craig Lewis of Melvin <br />Mark Development Company. <br />3. Letter to David Hartwig from Centurywest regarding Bond Financing Requirements for <br />Courthouse Square Site - environmental issues. <br />David Hartwig briefed staff on the letter from Tom Gainer, Centurywest, in response to bond <br />counsel letter concerning the affects of remedial activities on bond financing for the Courthouse <br />Square project. Centurywest will complete 3 reports to document completed pre-construction <br />remedial activities: 1. Conective action plan for Chevron parcel; 2. Underground storage ta.nk <br />decommissioning report for Liu parcel; and 3. Pre-construction remedial activities report for <br />remainder of the block. Billy Wasson, John Whittington and David Hariwig each have a copy of <br />report #2, underground storage tank decommissioning report for Liu parcel. <br />Centurywest is suggesting a risk based closure for the Chevron site and it is uncertain how long this <br />process will take. We anticipate moving along and getting closure with DEQ as quickly as possible. <br />Centurywest will have the plan ready to submit to DEQ by mid-April. A courtesy copy will be sent <br />to Melvin Mark and Arbuckle Costic Architects, who will need to furnish additional information <br />to Centurywest in order to complete the report for submission. This report will be reviewed by staff <br />prior to submission to DEQ. Bond counsel will also be furnished a copy for review. <br />4. Bond Counsel Meeting on 3/26/98 at 2:00 p.m. <br />John Whittington and Billy Wasson have scheduled a meeting with bond counsel next Thursday, <br />~ March 26 at 2:00 p.m. in Billy's office.
