He will report when he has <br />~ answers from the Downtown Association. <br />Item 6-B Dismantling Current Transit Terminal <br />The issue of dismantling the transit terminal will be covered in the budget meeting between county <br />and transit tomorrow. Transit will be including these costs in their budget, not in streetscape. <br />Item #5 Proforma Analysis <br />Mike Hansen gave a status report on Melvin Mazk Companies negotiations. A conference call is <br />set between county and transit and Melvin Mark for Friday afternoon. Strategy is to get the main <br />ageement first, but Melvin Mark is pushing to include issue of reasonable and fair compensation <br />beyond the scope of work performed. Billy Wasson added that the Melvin Mazk issue for SPOC <br />would be doing a walk-through on proforma. Melvin Mark will be asked what they are prepared <br />to do to accommodate this request. Additional costs will not be incurred until a contract is signed <br />and we can let SPOC know this if they won't volunteer their time. Melvin Mark has submitted a <br />billing for $232,000. This will be set aside and dealt with when an agreement is reached. <br />Pence/Kelly has also submitted a billing for $57,394 for their involvement with project to date. This <br />bill was given to John Whittington to handle. Process in the past was for Melvin Mark to review <br />and verify, then submit to Randy Curtis and R.G. Andersen-Wyckoff for review and then Transit <br />would pay the bill. Since service was requested by Melvin Mark, it was determined that they <br />should review the bill. <br />~ Item 10 What are the Alternatives? <br />The issue of "What are the Alternatives?" was discussed. Ken Roudybush indicated he was not <br />ready with a final report at this time and has been struggling with the question. We can do a status <br />report for this ne~rt meeting. R.G. Andersen-Wyckoff ~pressed concerns that this is an position that <br />the transit boazd has not addressed. There are questions they could ask or issues that could be <br />raised, but they can not give answers to those questions/issues. Billy Wasson simplified the <br />question to just report what the issues are, not that we have solutions to them. It is as simple as <br />three options: County builds, transit builds, or no one builds on the block and list consequences <br />involved for each scenario. Recommended by staff to build a worse case scenario with unresolved <br />issues with transit and county covering their specific options respectively and then coordinating if <br />we both walk away. <br />Other Issues <br />Randy Franke addressed a few issues for staf~ s review. The first being a meeting he had with <br />Salem/Keizer School District staff and their interest in possibly relocating their downtown site in <br />Courthouse Square. He directed them to contact Randy Curtis or Billy Wasson for further <br />information. A viable alternative would be to offer them 16` floor space in the Franklin Building, <br />giving us a step up on leasing out space in that area. <br />The Q& A draft that Carol Fischer passed out last week is still in draft form.
